1 <br />1 <br />DESIGN REVIEW BOARD <br />May 9, 1990 <br />Chairperson Fred Chase called the regular meeting of the <br />Design Review Board to order at 7:00 p.m. at the Lino Lakes <br />City Hall. Members present were: Chairperson Fred Chase, <br />Board Members, Al Robinson, Monika Slatten, Robert King, and <br />John Bergeson. Also present were: Mayor, Harold Bisel; City <br />Planner, John Miller; City Engineer, Dan Boxrud; and Planning <br />Secretary, Laura Elken. <br />CONSIDERATION OF MINUTES <br />Page 1, last paragraph. Change one of the six findings of <br />fact, to all of the six findings of fact. <br />Page 3, paragraph 2, instead of who is, it should read who <br />considered themselves <br />Page 3, paragraph 8, instead of the "trigger mechanism ", it <br />should read: a "trigger mechanism ". <br />MOTION: Bob King moved to approve the April 12th Design <br />Review Board Minutes. Al Robinson seconded the motion and <br />the motion was approved unanimously. <br />CONSIDERATION OF A CONCEPT PLAN FOR HIGHLAND MEADOWS, JACK <br />MENKVELD. <br />Jack Menkveld approached the board. He purchased <br />approximately 9 acres in the south half of Section 8. The <br />property is north of 77th Street and west of Country Lane. <br />Dan Boxrud reviewed this plat, He stated that this property <br />is currently zoned suburban residential, although the <br />comprehensive plan indicates that this property should <br />develop with an industrial use. Menkvelds proposed use would <br />be R -1, and would be inconsistent with both the comprehensive <br />plan and the current zoning. <br />Dan Boxrud stated that if the property was to develop as an <br />R -1 use, 9 out of the 28 lots would require variances to <br />width, depth, or area requirements. <br />He added that the site is not adjacent to sanitary sewer, and <br />the extension schedule is unknown at this time. <br />Also there is a pole barn on the site that deters lot lines. <br />Mr. Boxrud felt that this proposal should not be encouraged <br />unless the following occurs: <br />1. The comprehensive plan would need to be amended to <br />show the property to have a planned use of single <br />family residential. <br />Page 1 <br />
