DESIGN REVIEW BOARD <br />May 9, 1990 <br />2. The zoning would need to be changed to R -1. <br />3. The existing pole barn would need to be removed to <br />eliminate many variances. <br />4. The timing of sanitary sewer extension should be <br />known prior to preliminary plat approval. <br />John Miller felt that on the positive side, this proposal <br />would eliminate many miscellaneous materials on the site and <br />it would clean up the area. <br />John Bergeson stated that a proposal will be seeking council <br />approval on the 14th of May to complete a land use study on <br />the two freeway interchanges in the city. Bergeson thought <br />this study would be extended to this property and may <br />recommend some buffer zones in this area. If this area is <br />included in the study it is possible that the comprehensive <br />plan may be amended. Mr. Bergeson felt that the board should <br />wait to proceed with any decisions affecting this property <br />until the study is completed. <br />Jack Menkveld said that time was a factor. The Husniks <br />(owners of the property) will not wait much longer to hold <br />onto the purchase agreement. <br />John Miller explained that the study will be completed in <br />August. <br />MOTION: John Bergeson moved to table the concept plan of <br />Highland Meadows until the design review board meets in June. <br />Mr. King seconded the motion and the motion was approved. <br />John Miller stated that he will visit with Jack Menkveld and <br />the Husniks and discuss changes in the proposed plan. <br />REVIEW OF PRELIMINARY PLAT, BIRCH WOODS, MONTAIN PROPERTY, <br />APPLICATION #90 -18 AND VARIANCE APPLICATION #90 -30. <br />Mort Huber approached the board, he presented the board <br />members with a new set of drawings with a few changes. <br />This proposal is for the development of an 80 acre parcel <br />south of Birch Street. <br />Access to the site is being proposed from Birch Street. <br />Street connections are also proposed to Chippewa Trail in the <br />Shenandoah 2nd Addition and to the most northerly street in <br />the proposed Pine Ridge Addition, both of these streets being <br />on the west side of the plat. The majority of the traffic <br />from the site will use the West Shadow Lake Drive collector <br />street for ingress and egress to the plat.
