1 <br />1 <br />1 <br />DESIGN REVIEW BOARD <br />May 9, 1990 <br />There are double frontage lots along Birch Street. Dan <br />Boxrud explained that ingress and egress off of Birch Street <br />posses a problem, and driveways leading to Birch Street is <br />dangerous, so double frontage lots are planned. A variance <br />will be required to allow these lots. <br />Grading and drainage and utilities were discussed. Sewer and <br />water will be provided by the Laurene Lift Station when <br />completed. <br />Phase I of Birch Woods is proposed at the north end of the <br />site. This area will have a sewer system, <br />Monika Slatten asked about Army Corp approval. Dan Boxrud <br />explained that a permit has not yet been obtained to make a <br />street connection from Reshanau Lake Estates South, although <br />he feels the Corp will approve Reshanau Lake Estates South <br />along with this plat. <br />John Bergeson asked about the proposed islands within the <br />proposal on Hickory Place and Painted Turtle Road. Dan <br />Boxrud explained that the public works department does not <br />approve of the islands, and asks that they be changed to cul- <br />de -sacs. <br />Mort Huber stated that if the board approves this plat it may <br />be a few years until phase 3 is completed. They will replat <br />phase three at that time if necessary. <br />The Plat has received park board approval. An area in the <br />south east section of the plat is reserved for park land. <br />MOTION: John Bergeson moved to recommend to the city council <br />approval of the preliminary plat Birch Woods, Application <br />#90 -18 subject to the redesign of the end of Painted Turtle <br />Road and Hickory Place into cul -de -sacs. Approval is <br />contingent upon meeting the following recommendations made by <br />Dan Boxrud, City Engineer. <br />1. That a variance be granted for the double frontage <br />lots, provided Lot 12, Block 2 is increased in <br />depth to a minimum of 145 feet measured <br />perpendicularly from Birch Street. <br />2. A variance needs to be granted for the cul -de -sac <br />having a length of over 500 feet. <br />3. The grading plan and wetland mitigation plan need <br />to be modified to satisfy city, Rice Creek <br />Watershed District, and Army Corps of Engineer <br />approval criteria considering the necessary street <br />connection to the Reshanau Lake Estates South <br />subdivision and the trail system proposed. <br />Page 3 <br />
