DESIGN REVIEW BOARD <br />July 11, 1990 <br />Chairperson Fred Chase called the City of Lino Lakes Design <br />Review Board meeting to order at 7:03 p.m. at the Lino Lakes <br />City Hall. Members present were: Chairperson, Fred Chase; <br />Board Members: Robert King, andJohn Bergeson. Members <br />Absent: Monika Slatten and Al Robinson. Also present were: <br />City Planner, John Miller; Building Official, Pete Kluegel, <br />Graduate Engineer from TKDA, Brian Bourassa; and Planning <br />Secretary, Laura Elken. <br />CONSIDERATION OF MINUTES Mr. King moved to approve the June <br />design review board minutes. Mr. Bergeson seconded the <br />motion and the motion was approved. <br />CONSIDERATION OF ADOPTION OF DNR MODEL FLOOD PLAIN ORDINANCE. <br />TOM HOVEY, AREA HYDROLOGIST WILL BE PRESENT. <br />Mr. Hovey explained that in 1982 the City of Lino Lakes <br />adopted a model flood plain ordinance and some of the rules <br />are now changed. He is asking the board to review the model <br />ordinance that was given to the board members, and update the <br />city code book as they feel necessary. <br />Mr. Hovey went over the proposed changes. <br />John Miller stated that there is no reason to act on this <br />tonight. The design review board is now working on updating <br />the zoning ordinance and any changes to the flood plain <br />ordinance could be completed during this time. <br />MOTION: John Bergeson moved to consider the adoption of the <br />DNR model flood plain ordinance in conjunction with the <br />review of the zoning ordinance. Mr. King seconded the motion <br />and the motion was approved. <br />REVIEW OF PRELIMINARY PLAT FOR PINERIDGE SUBDIVISION, <br />APPLICATION #90 -13 /RICK CARLSON AND VARIANCE, APPLICATION <br />#90 -31. <br />Rick Carlson has an approved preliminary plat for his <br />PineRidge Subdivision - Located east of Ware Road and a <br />quarter mile south of Birch Street. Carlson also asked that <br />his land be rezoned from R -1X to R -1, the narrower lots would <br />permit him to develop enough density to offset the high costs <br />of drainage associated with the subdivision. Carlson has met <br />with resistance at the city council level over the rezoning. <br />There is some fear that his real desire is to build cheaper <br />houses even though Carlson said he would place covenants on <br />the property requiring R -1X houses. <br />Presently the applicant is bowing to city council pressure <br />and dropping the rezoning requests. In its place he is <br />asking for a variance to reduce lot sizes to those shown on <br />Page 1 <br />1 <br />
