1 <br />1 <br />1 <br />DESIGN REVIEW BOARD MEETING <br />August 8, 1990 <br />Chairperson Fred Chase called the regular meeting of the <br />Design Review Board to order at 7:00 p.m. at the Lino Lakes <br />City Hall. Members present were: Al Robinson, John <br />Bergeson, Fred Chase, Robert King, and Monika Slatten. Also <br />present were: Mayor, Harold Bisel; Council Member, Andy Neal; <br />City Planner, John Miller; and Planning Secretary, Laura <br />Elken. <br />CONSIDERATION OF MINUTES <br />Al Robinson said that he was not present at the July meeting, <br />but was listed as present. <br />John Bergeson said that he was given credit to suggesting <br />moving the handicapped parking stalls closer to the front <br />doors of Dean Quimby's site & building plan. Fred Chase made <br />the suggestion. <br />MOTION: Mr. King moved to recommend approval of the July 11, <br />1990 design review board minutes as corrected. Monika <br />Slatten seconded the motion and the motion was approved <br />unanimously. <br />VARIANCE, PHIL TAVINSKY, APPLICATION #90 -43 <br />The applicant has purchased a 10.6 acre parcel of land at the <br />end of Holly Court in south - central Lino Lakes. He wishes to <br />build a single - family residence on the site. <br />Approximately three years ago Ken Lundgren subdivided four <br />parcels of land east of Holly Drive on a new road presently <br />named Holly Court. One of the parcels was subsequently <br />subdivided from one 20 acre tract to two 10 acre building <br />sites. On the attached sketch the area shown as "Parcel B" <br />was purchased by Tavinsky. <br />If it weren't for the wetlands on the property, the site <br />would be able to provide all of the required setbacks. <br />Because of wetlands however, the setbacks that are required <br />include setbacks from shorelines. <br />A letter from Tom Hovie from the DNR stated that he has no <br />problem with the issuing of a variance, because the site is <br />surrounded by wetlands. <br />Tavinsky has to obtain a variance before he can get a <br />building permit. <br />MOTION: Mr. King moved to recommend to the city council <br />approval of Application #90 -43, approving a variance from the <br />city's Shoreland Management Ordinance allowing Phil Tavinsky <br />to build to within 150 feet of the ordinary high water mark <br />Page 1 <br />
