DESIGN REVIEW BOARD MEETING <br />August 8, 1990 <br />and within 40 feet of the bluffline of Cedar Lake. Monika <br />Slatten seconded the motion and the motion was approved <br />unanimously. <br />MINOR SUBDIVISION FOR SECURE PROPERTIES, APPLICATION #90 -44. <br />Secure Properties, Inc. owns land adjacent to three quadrants <br />of the diamond interchange at C.R. 14 and I -35E. At this <br />time the applicant wishes to sell a portion of its land. It <br />has been discovered that the highway survey markers do not <br />correlate exactly with the legal descriptions. The attorneys <br />involved with this feel that the boundaries must be corrected <br />before the sale can be completed. Most of the changes are <br />less than a foot. <br />The land is planned for commercial uses. <br />For a clean title the attorneys want a correction. That is <br />the reason for the minor subdivision. <br />John Bergeson asked if this area is within the freeway <br />interchange study. It is within this area, and the applicant <br />is aware of the study. <br />MOTION: John Bergeson moved to recommend to the city council <br />approval of a minor subdivision for property located at C.R. <br />14 and I -35E as described in Application #90 -44. Al Robinson <br />seconded the motion and the motion was approved unanimously. <br />CONSIDERATION OF A SITE PLAN FOR ANOKA COUNTY CORRECTIONS, <br />APPLICATION #90 -45, AND CONDITIONAL USE PERMIT, APPLICATION <br />#90 -47. <br />Dick Fritsky and Scot Storm were present from Anoka County. <br />Dick Fritsky gave a brief description of the proposed <br />facility. He stated that the new facility will hold 50 <br />juveniles. Because of changing laws you can no longer place <br />juveniles with status, or more serious juvenile offenders. <br />That is why there is a need for more juvenile housing. This <br />structure will also hold program and class room space. <br />The land is zoned Public - Semi - Public. The architect prepared <br />a plan that met all of the required setbacks, etc. <br />The building's area including the main and lower level is <br />31,896 square feet. The exterior will be brick with an <br />asphalt shingle roof. A total of 53 parking stalls will be <br />provided. <br />John Miller assured the board members that the plans will be <br />scrutinized by the State Department of Health and other <br />review agencies.
