DESIGN REVIEW BOARD MEETING <br />August 8, 1990 <br />addressed in the Rice Lake Estates PUD agreement and <br />shouldn't be included in an agreement for PineRidge. <br />Section 5, Subd. 9 (3) (C) requires that a "Preliminary <br />Development Plan" be approved by the design review board. <br />This would include the preliminary plat and the landscaping <br />plan. It should also include the requirement that Carlson <br />build to the R -1X housing standards. <br />Fred Chase wanted to make it clear that a PUD is an overlay <br />district. Therefore, it is still considered a R -1X. <br />Mr. Chase stated another concern. He felt that a PUD should <br />be in the control of only one land owner or one group of land <br />owners. John Miller informed the board that Rick Carlson is <br />the only owner of the land, and when he does sell the parcels <br />to builders, a copy of the PUD agreement will be attached and <br />be adhered to. <br />Monika Slatten asked about improvements to Ware Road. John <br />Miller stated that in the short term no improvements will be <br />seen. <br />MOTION: Robert King moved to recommend to the city council <br />approval of rezoning of land known as PineRidge Estates from <br />R -1X to R -5 Planned Unit Development, Application #90 -46. <br />John Bergeson seconded the motion and the motion was approved <br />unanimously. <br />MOTION: John Bergeson moved to recommend to the city council <br />approval of a Preliminary Development Plan for PineRidge <br />Estates including 1) a preliminary plat for single- family <br />homes, 2) a landscape plan, 3) a requirement that all single - <br />family homes meet R -1X standards, and 4) provisions for a <br />temporary park with a 3.7 acre park land dedication. Mr. <br />King seconded the motion and the motion was approved <br />unanimously. <br />REVIEW OF THE PROPOSED COMPREHENSIVE PLAN <br />John Miller asked the board members for their comments to the <br />proposed Comprehensive Plan. <br />John Bergeson made reference to the fact that there is a need <br />to link the north part of Lino Lakes to the south part of <br />Lino Lakes. Trails would be a good way to link the two areas <br />together. <br />Mr. Chase addressed the issue of new developments. He stated <br />that there is a lot of attention to the new developments, but <br />the older developments sometimes get forgotten. Parks are <br />planned for the new areas, but maybe there is a need for a <br />park in an area that is older and consideration should be <br />given. <br />Page 4 <br />1 <br />1 <br />1 <br />
