1 <br />1 <br />1 <br />DESIGN REVIEW BOARD MEETING <br />August 8, 1990 <br />John Bergeson asked about sewer to the facility. Mr. Miller <br />stated that city utilities are constructed just to the <br />facility, and should be extended yet this year. <br />MOTION: John Bergeson moved to recommend to the city council <br />approval of a site and building plan for Anoka County as <br />shown in Application #90 -45. Robert King seconded the motion <br />and the motion was approved unanimously. <br />CONDITIONAL USE PERMIT <br />MOTION: Robert King moved to recommend to the city council <br />approval of a conditional use permit for Anoka County for the <br />expansion of residential facilities at the correctional <br />facilities site in Lino Lakes, as outlined in Application <br />#90 -47. Al Robinson seconded the motion and the motion was <br />approved unanimously. <br />REZONING OF PINERIDGE ESTATES FROM R -1X TO R -5, APPLICATION <br />#90 -46. <br />This is the third request reviewed by the DRB with regard to <br />rezoning or variances for Rick Carlson's PineRidge Estates. <br />At the DRB's July meeting the board considered and <br />recommended against several variances for lot sizes in <br />PineRidge. In addition the board members recommended the <br />city council rezone the property from R -1X to R -1. <br />At the July 23rd council meeting the council members <br />discussed this item at length. They finally took two <br />actions: 1) denied the variance, and 2) suggested Carlson <br />ask for a rezoning from R -1X to R -5, Planned Unit <br />Development. The council was still concerned about the <br />housing issue, i.e. R -1X houses versus R -1 houses. The <br />council members agreed informally that rezoning to a PUD zone <br />would permit Carlson to build on the smaller lots but through <br />the PUD agreement be required to build to R -1X housing <br />standards. <br />The council set the public hearing for the rezoning for <br />August 27th. <br />The 1987 comprehensive plan amendment shows the land planned <br />for "Urban Residential" uses. This includes single - family <br />development on sewered lots. <br />The R -5 zoning district is the city's planned unit <br />development district. Lino Lakes has had one residential <br />PUD, the Rice Lake Estates subdivision. <br />A review of the R -5 regulations will show a lot of <br />requirements for colors of buildings, landscaping, and <br />parking lot information. Obviously this applies to <br />commercial and industrial projects. Most of this is not <br />Page 3 <br />
