DESIGN REVIEW BOARD AUGUST 14, 1991 <br />permit and construct the expansion as shown in the application. <br />Other conditions from the past city action will continue in effect <br />and will be listed as the recommendation goes to the council. <br />Robert King seconded the motion, all were in favor, the motion was <br />approved unanimously. <br />Joe Spetzman thanked the members of the design review board. <br />DISCUSSION OF CONCEPT PLAN OF THE WEAVER PROPERTY <br />Kirk Corson arrived to address the design review board. He <br />represents Hokanson Development. <br />The Weaver property belongs to Pershing and Audrey Weaver and <br />consists of 37 acres, 15 acres is wetland. On the southwest corner <br />of the plat is 3.25 acres the park board wants designated as park. <br />The park board has also reviewed trail design. The trail may cross <br />wetlands to Captains Place. The property adjacent is zoned <br />R -1X. <br />There were no comments addressed to Kirk Corson from the board. <br />Dan Boxrud used the overhead projector and the board reviewed the <br />feasibility report, showing the path of the sewer project and the <br />development of Pheasant Hills Preserve to the north. Captains <br />place is owned by the City. Next the engineer showed a concept <br />plan for the surrounding property. He suggested a better street <br />entrance and because the land adjacent is a small area, possibly <br />the Houle and Vaughan property should be combined. Boxrud had no <br />problem with R -1X land use. There will be a meeting with Mr. <br />Vaughan and the Houles, Anoka County should be contacted and there <br />should be a follow -up on the trail issues. <br />Al Robinson asked about the elevation of the property, is it high <br />enough for this concept. Dan Boxrud said it is high enough, but we <br />need to look at where the basements will go. <br />MOTION: Robert King recommended approval of the concept plan for <br />residential development of the Weaver property from the design <br />review board, the city planner, and the city engineer. It was <br />recommended to make the street layout compatible with adjacent <br />property. <br />John Bergeson seconded the motion.
