1 <br />1 <br />1 <br />DESIGN REVIEW BOARD AUGUST 14, 1991 <br />the Baileys must pay a park dedication fee of $800.00, $400.00 for <br />each new lot. <br />MOTION: Robert King moved to recommend to the City Council approval <br />of a minor subdivision for Steve and Linda Bailey, DRB Application <br />#91 -30. Contingent upon review by Anoka County Highway Department <br />and the payment of $800.00 park dedication fee. There were no <br />further comments, all were in favor and the motion carried. <br />REVIEW OF A SITE AND BUILDING PLAN AND CONDITIONAL USE PERMIT FOR <br />JOE SPETZMAN DRB APPLICATION 91 -32 AND 91 -33 <br />Joe Spetzman addressed the design review board. <br />Mr. Spetzman has a 3,600 square foot pole barn and wants to expand <br />the building by approximately 1,800 feet. Mr. Spetzman has rented <br />the building to people who prefabricate fire equipment, they cut <br />and thread pipe and send it to different job sites. There has been <br />no problem with the renter and if the building is extended he will <br />sign a five year lease. <br />John Miller stated the two issues here are: 1) a site and building <br />plan and 2) a conditional use permit. The zoning ordinance permits <br />the expansion of the barn as a conditional use. The building is on <br />a two acre lot with trees in front. An overhead door will be <br />removed and placed on the south side of the building. The site and <br />building plan shows construction on the east side of the current <br />structure. Colors will match the existing building. <br />John Bergeson asked about the requirements from past city actions. <br />John Miller stated that Mr. Spetzman had been requested to install <br />an asphalt drive and that no outside storage was permitted and he <br />hopes to make sure the applicant does not negate the old <br />conditional use permit. <br />MOTION: John Bergeson made the motion to recommend to the City <br />Council the site building plan for Joe Spetzman as described in DRB <br />Application <br />#91 -32. <br />Al Robinson seconded the motion, there were no comments, all were <br />in favor, none were opposed the motion was approved unanimously. <br />MOTION: John Bergeson moved to recommend to the City Council a <br />conditional use permit for Joe Spetzman as described in DRB <br />Application #91 -33, following the conditions in the conditional use <br />4 <br />
