DESIGN REVIEW BOARD OCTOBER 9, 1991 <br />John Bergeson moved to recommend to the city council a rezone for <br />DRB Application 91 -39 for Hokanson Development, Inc. to rezone the <br />property from R -1 to R -1X. Robert King seconded the motion and the <br />motion carried unanimously. <br />CONSIDERATION OF A MINOR SUBDIVISION, DRB APPLICATION 91 -40 FOR <br />GERALDINE AND ALLAN LETOURNEAU, GLORIA AND JOHN MCLEAN, LOIS AND <br />RICHARD MORONEY AND MARLIN AND RUTH HANSEN <br />The applicants own land known as Outlot B in Otter Lake Estates. <br />They wish to subdivide the parcel into two separate tracts <br />measuring 3.62 and 9.9 acres. The smaller tract is shown on the <br />survey as Tract A and is known as the island, and is surrounded by <br />the Otter Lake Channel. Tract A is not buildable and the <br />applicants wish to retain this land for recreational use. The <br />applicants hope to sell the larger portion known as Tract B. <br />John McLean addressed the board. Mr. McLean states that the <br />intended subdivision of the land meets all of the requirements set <br />by the city. The only concern the city has is that the land may, <br />sometime in the future become tax forfeit and revert to the city or <br />county. If the property remains whole, a lifetime easement would <br />hinder resale. <br />Geraldine Hansen LeTourneau addressed the board and indicated <br />expenses thus far for property they hope to use for a recreational <br />area. The applicants have been responsible for maintenance and the <br />intended subdivision meets all of the requirements regarding road <br />frontage and acreage. <br />Marlin Hansen addressed the board. He told how the farm had been <br />in the family since the turn of the century and the best way to <br />keep Tract A in the family would be to separate it from Tract B. <br />John Miller explained this is a grey area. The city has never <br />before had a request where a parcel meets all of the area and <br />frontage requirements but will remain unbuildable. Is it wise to <br />create an unbuildable parcel? Mr. Miller has met with Bill Hawkins <br />and his recommendation was to seek some other legal way to maintain <br />the memorial, but Mr. Miller has no particular recommendation on <br />how the situation should be handled. <br />Fred Chase asked the applicants if the property is currently in <br />joint ownership and does any of the applicants' land abut the <br />property in question. The applicants said yes. Mr. Chase asked <br />the applicants to pursue the issue of common property. Could a <br />clause be added to the Otter Lake Estates homeowners association <br />that would indicate the association would be responsible for <br />maintenance. <br />2 <br />1 <br />1 <br />1 <br />
