-2- March <br />Mr. Hill asked if he could purchase more land. Mr. Hager aaid they had <br />tried, but the owner would not sell. <br />Mr. Donald Allen appeared seeking permission for a sanitary landfi I on <br />property located at Holly and 12th Avenue. He had bought the land, about <br />80 acres, with the intentions of using the land for the running of eattle. <br />Now he finds that the land is very low and he would like to know the right <br />procedure to get permission for a landfi1. The Planning and Zoning Board <br />told him that he would have to go through the County, the PCA, and the <br />Rice Creek Watershed Board. They suggested that he start at the County <br />level. Mr. Allen said he had talked to the men in the County offices and <br />they had referred him to this office. lir. Marier said he would give Mr. <br />Alien the necessary names and phone numbers. <br />Mr. Thorp, from the Forest Lake School Distric was here to inquire into <br />the status of the land use mao that the Beard had honed to have finished <br />at this time. He was told that the Board h'hd been delayed in finishing <br />the map by work and by the fact that the Village is witho(t the services <br />of a Planning Consultant. The finalization of this map will have to <br />wait until the Village secures a Planner since he will have to take part <br />in writing the summary report that goes with the map. Mr. McLean said <br />that for Mr. Thorp's purposes, the present map could be used as a temporary <br />measure since the changes anticipated would not be of a drastic nature. <br />For the purposes of projecting population in eonjuaction with the school <br />distric, this map wouldn't be too far off. Mr. Thorp said he would come <br />in and make a sketch of this map. <br />Mr. Ze I i nka had sent some Plans on the For -Jay operations on Lake Drive. <br />There was discussion as to what the future Mans would include and just <br />haw many of the green houses will be built on that piece of land. Hr. <br />Karth moved to ask '1r. Zef inka to submit complete plans for the next 3 <br />years, also, an anplication for rezoning and that no building permits be <br />issued until full plans and Plat are acted upon by the P &Z and the Council. <br />Seconded by Mr. Hill. Motion carried. lir. Mclean asked the Clerk to <br />have Mr. Locher include with his legal descriptions, a sketch of the pro- <br />perty, in order for the Roard to be aware of the property that is fn <br />question. <br />Mr. McLean read a letter from Mr. Hawkins concerning a Wet Lands and Flood <br />Plains Ordinance. He asked that the Clerk make copies of this and mail to <br />all members of the Board. <br />The Clerk had made copies of P&Z and Council minutes dealing with the <br />Skyline Auto Body screening requirements, but these were not clear and she <br />was asked to get a more detailed copy and mai 1 to the Board members. <br />The ppp l i cants for the planner's position was discussed.
