-2- May 16, 1973 <br />He has no plans to lease the home but would prefer not to close the <br />door on that issue, if, in the future, he did decide to lease the <br />building. <br />Mr. McLean questioned the advisability of getting a special use permit <br />on just the 10 acres or if it wouldn't be wiser to include the entire <br />40 acres, thus eliminating the adjustments necessary to contain the <br />guy points within the required limits of a specific area. If the entire <br />40 acres were to be included in the special use permit, then there <br />would be a certain amount of freedom as to the location of the tower. <br />There was also discussion on the necessity of moving the tower back <br />from the front lot line. <br />Mr. Dorsey was here representing WCCO, (Midwest Radio & Television) and <br />presented to the Board a notarized copy of the agreement that had been <br />reached between Midwest and tiacDonalds. Also, to verify that they <br />(WCCO) have no objections to the erection of the tower. <br />Mr. Starr was concerned about the house being in the vicinity of the <br />guy wires and questioned Mr. MacDonald about this. Mr. MacDonald said <br />the guy wire at that point would be about 20 feet in back of the house <br />and over 50 feet above the house. <br />There was discussion on the fencing eequirements. All guy points, the <br />main tower and the utility building will be fenced with an 8' chain <br />link fence and screened with appropriate plantings. <br />Mr. Farrand asked what advantage this tower would be to the Village in <br />relationship to the disadvantage of having the tower. <br />Mr. Starr said that this tower would make no demands on the Village for <br />services since it requires no utility service. It does not add to the <br />demands on the schools. The only services needed would be some patroll!ng <br />by our Police Department. <br />Mr. Boyer, from the audience, asked if the Board members lived within <br />sight of this tower. The general concensus was that all members would <br />be able to see this tower. Mr. Boyer was also concerned as to what <br />effect this would have on the Blue Heron Rookery. After discussion, <br />the general feeling of the Board was than it would have very little, <br />if any effect. <br />There was a question on the requirements for the utility building. <br />Mr. Shearen said since the building had less than 400 aquare feet it <br />could be built on a floating slab. <br />Mr. MacDonald was asked how this service would be monitored. He said <br />it would only be monitored if there was a transmission problem. The <br />monitoring would be done by a local firm and repaired. <br />Mr. McLean moved to recommend to the Council approval of the special <br />use permit to MacDonald Industries on the 40 acres subject to the <br />following specifications; the land to be used for the construction of <br />a single commucations tower, 500' in height, to be constructed and used <br />
