-3- May 16, 1973 for receiving and transmitting voice messages; present structure to be used as a dwelling; maintenance building - 14x13 to be constructed according to State Codes; location of tower to be moved from present proposed site so outer anchors are no less than 80' from side property line and tower no less than 275' from front lot line; a submittal of a detail plot plan as to landscaping and screening to include 8' chain link fence at guy points, tower base and utility building; Village approval for access driveway; to include the agreement with Midwest Radio & Television; to include free use of the tower for the Village's two -way radios; Palnner suggested screening be done with some variety of evergreens; lead time for obtaining permits and start of construction to be one year with tower to be completed in two years from date of Council approval. Seconded by Mr. Kelling. Motion carried with Mr. Farrand voting, No. Mr. Hill recommended that when the detailed plot plans are available to the Council, that copies be provided for the P &Z. The Board agreed with this. Mr. Ralph Boyer appeared before the Board with a request for a variance to the 21 acre requirement for a building permit. The property he would like to build on faces Birch Street with 208' frontage and a depth of 241 feet. Mr. Karth asked if there was a drainage ditch through this property. Mr. Boyer said, No. Mr. i:arth asked if the property was above the street grade level. Mr. Boyer said the property is about 7' above street level. He also reported that he has had a perk test done and the conditions are perfect for a private septic system. Mr. Shearen moved to recommend approval of the Variance for a building permit on less that 21 acres for Mr. Ralph Boyer. Seconded by Mr. Karth. Motion carried. No one was here to represent Able Systems. And Mr. Kleinhaus had not arrived. Mr. Fran Burque requested a special use permit to remove topsoil on his property located near 35E on the East �:de of the Village. After discussion on this problem, he was told Lh?t he would have to meet the requirements so stated in Ordinance 6E. He will get a copy of this from the Clerk's office There was discussion on the issuance of house numbers to new homes. Mr. Kelling explained how the Village had been laid out as to our numbering system. He suggested having the Engineer make an overlay . for our Village map so that the numbers could be determined at a glance. There was discussion with Mr. Kelling moving to recommend to the Council that all new house numbers be issued from the Clerk's office at the time the building permit is issued according to scale drawn by the Engineer. Seconded by Mr. Shearen. Motion carried.
