9Q <br />APRIL 16, 1975 <br />Mr. and Mrs. Lawrence Winters were next on the agenda. They are in <br />the process of buying 40 acres on 20th Avenue North for the purpose <br />of developing some day. They are here to request permission to place <br />a mobile home on the property for one year as a temporary residence <br />until they are able to complete the building of their new home. <br />They will be doing the work themselves and will not be able to start <br />on the new home until they sell their present home. <br />Mr. Shearan told the Winters' that there is no way a permit ban be <br />granted for a one year period as you may have gathered from the <br />previous discussion. He asked if there was anyway they could <br />possibly start construction now and finish off a portion to live in <br />while the rest of the house is being built? <br />Mr. Winters asked if an exception could not be made for a hardship <br />case such as his? <br />Mr. Shearan said we can't set a precedence. I would suggest you <br />try to construct a portion of your new home and live in the basement <br />while finishing it off. <br />Mr. Fran Burque was present to request information about the regulations <br />on removal of topsoil to sell. <br />Ordinance 6 E covers a portion of this type of operation but does <br />not specify yardage amounts or costs for a permit to do this. <br />The matter was tabled until more information is obtained. Mr. Marier <br />said he would check with the City Attorney and get back to Mr. <br />Burque at the next meeting. Mr. Marier said he thought that an <br />amendment had been passed setting limits and costs but he could not <br />find it in the Ordinance Index right now. <br />Mr. and Mrs. Hanhrahan were in the audience to continue the discussion <br />on the property they are considering purchasing from Mr. Reed on <br />Baldwin Lake Road. <br />Several questions arose on the exact location of the proposed building <br />site, the responsiblity of the upkeep of the road, the front footage <br />thatthe Hanhrahans would have. Since Mr. Hanhrahan did not have the <br />specific answers to several of these questions he was asked to obtain <br />the necessary information and return to the May meeting. <br />Mr. Kelling moved to adjourn at 9:55 P.M.
