APRIL 16, 1975 <br />because of the short growing season in Minnesota and the necessity of <br />getting the lands ready for the burds use early in the spring. <br />At this point Mr. Glanzer introduced Mr. Durst and he explained further <br />what his work will entail. He said that he wants to create an <br />atmosphere that would be a haven for game birds in the area such as <br />ring - necked pheasant and Canada goose. <br />Mr. Kelling said that he could see no problems with their proposed <br />plans, they are very ambitious and I would like to see you accomplish <br />them. I move to recommend to the Council that a 90 day permit be <br />granted for the mobile home, to be reviewed at that time, and at the <br />end of 90 days positive proof must be made available that work on a <br />permanent residence is being completed. <br />Mr. Houle said he would seconded the motion if the time period were <br />dropped to 30 days from 90 days. He felt that their intent should <br />be known by then. <br />After considerable discussion and calling for a second three times, <br />the motion was tabled for lack of a second. <br />Further discussion followed on the plans for the property and the <br />building of a permanent residence. Mr. Durst again outlined his <br />plans and stated that 90 days just isn't enough time at this point. <br />The program that is planned will require more time. The purpose of <br />the trailer is to give me a place to live and for security reasons. <br />The supplies and machinery that will be brought onto the property will <br />amount to a great deal of money and if I am not able to reside there <br />the whole project will be jeopardized. <br />Mr. Nadeau stated that it would be almost impossible to repair the <br />barn. He said the roof had been off of the barn for almost 20 years <br />and all the interior wood would be rotted by now. He also felt that <br />they were undertaking too large of a project at one time and he could <br />not see how they could possibly get a permanent residence started <br />and also start the other projects within 90 days or even six months. <br />He also felt that to allow the trailer to remain on the property at <br />this point would be setting a precedence and reminded the P$Z Board <br />that the City is just now getting out from under a similar problem <br />after 11/2 years. <br />Mr. Marier cautioned that the Council would have the final decision <br />in this matter and that if they decide to have the trailer moved it <br />must be done .. within the time limit set or face a $100.00 per day fine. <br />Mr. Kelling then restated his original motion to grant a 90 day permit <br />to have the trailer on the property at 1403 Birch Street. During that <br />time the following must be accomplished: 1.) a permanent residence <br />must be started and 2) the land must show some improvement. At the <br />end of 90 days a decision is to be made on what will be done and <br />when. He makes this motion as a recommendation to the Council for <br />their final decision in this matter. <br />Mr. Houle seconded the motion. Motion carried with Mr. Hill voting NO. <br />
