Planning & Zoning Board <br />May 14, 2014 <br />Page 6 <br />APPROVED MINUTES <br />• Sandwich boards are directed at pedestrians, usually located on a sidewalk. <br />• Permits for sandwich boards are to ensure that requirements are met for size, <br />material and location. <br />• The permit for temporary signs will allow for off-premise signage, as permits will <br />be parcel based and content will not be monitored. <br /> <br />Staff agreed to address some concerns of the board and will draft changes for the next <br />meeting. Staff recommended continuing the item in order for staff to draft the proposed <br />changes. <br /> <br />Chair Tralle opened the Public Hearing at 8:31 p.m. <br /> <br />Connie Haukom and Candice Clark, American Legion, 7731 Lake Drive. Ms. Haukom <br />stated that this is the time of year that the Legion displays flags. She said they received a <br />letter from the LLPD regarding removal of signage and flags on the Legion property. <br />She requested that numerous flags be allowed in the garden area in and around flower <br />pots. She asked if they are located in a residential area. She had questions about lighting <br />of signs. <br /> <br />Staff responded that the Legion is located in a Commercial zoning district, therefore signs <br />can be illuminated. There is a provision in the current ordinance that flags are allowed to <br />a certain extent. The city must treat all business the same and cannot regulate content. <br /> <br />Ms. Clark stated that she purchased a sign permit from the city, then found out that the <br />sign she ordered is larger than provisions allow. She suggested that the city attach the <br />sign regulations to the permit application to avoid this problem. <br /> <br />Board members agreed that a signage requirement handout should be distributed with the <br />sign permit application. <br /> <br />Meyer Nickerson, trustee for Gethsemane United Methodist Church, 7330 Lake Drive, <br />said that he appreciates the work of the city to increase the allowance of temporary <br />signage to 90 days per year. He said that they will know when they will want to advertise <br />their events for the year. He stated that nobody would ever see a sandwich board within <br />the limitation of 10 feet from their building due to their location. He would like to put a <br />sandwich board next to their temporary sign. <br /> <br />Board members pointed out that sandwich boards are directed at pedestrians. The city <br />cannot discriminate for one individual business. <br /> <br />Mike Russo, Twin City Powder Coating, 548 Apollo Drive, commented that the business <br />owner should be able to choose which side of the building to use the 10% of wall <br />signage, rather than the city regulate a particular side. He eventually hopes to install a <br />new permanent illuminated sign on the building. He added that they would like to <br />expand their equipment to include sandblasting and would like to stay in the city. <br />
