Conservation easement language shall include allowance for construction of trails, <br />parks, storm water management facilities, retaining walls, etc. <br />8. Outlot A of the NorthPointe final plat shall be deeded to the City. <br />9. The developer shall prepare the deed for Outlot A. <br />10. The developer shall grade the park in accordance with the approved grading plan and <br />provide top soil and seed per City specifications. <br />11. A Development Contract shall be drafted by the City, executed by the City and the <br />developer and recorded by the developer. <br />12. A Declaration for Maintenance of Storm Water Facilities shall be drafted by the City <br />and executed and recorded by the developer. <br />13. The developer shall submit HOA documentation to the City for review and approval. <br />14. Traffic Noise Assessment prepared by David Braslau Associates, Inc. <br />a. Field monitoring data shall be collected to support the traffic modeling data in the <br />study. <br />b. The developer/consultant shall provide a cost benefit analysis and documentation <br />for avoidance and mitigation efforts. Factors to be considered include increased <br />setbacks, higher berms, landscaping and noise wall construction. <br />15. Preliminary Plat-Plan Set, Sheet 3-Preliminary Plat Index: <br />a. The sheet shall be revised to reflect the correct Site Data related to Exemption <br />Area and Wetland Area. <br />16. Preliminary Plat-Plan Set, Sheet L1-L2-Planting Plan: <br />a. Landscape plantings on the berms along I-35E shall be provided. <br />b. A cross section of the berms with landscape plantings shall be provided. <br />17. One full size set of the revised Preliminary Plat-Plan Set shall be submitted to the <br />City. <br />18. One electronic copy of the revised Preliminary Plat-Plan Set shall be submitted to the <br />City. <br /> <br />Motion was supported by Mr. Evenson. Motion carried 5 - 0. PUBLIC HEARING to consider amending sections of Chapter 1010 of the City <br />Code relating to the regulation of signs <br /> <br />Michael Grochala, Community Development Director, presented the staff report. Staff <br />discussed the proposed changes to Chapter 1010 regarding sign regulations. <br /> <br />Board discussion included: <br />• Staff should look into illumination of permanent signs in residential districts. <br />• Requirements for permanent wall signage should allow for business to choose <br />which wall they prefer to have the largest sign. <br />• Temporary signage should be enforceable by city staff.
