If all <br />goes well, he will be proposing a second phase next year. <br /> <br />Mr. Hyden made a MOTION to recommend approval of a rezoning of property from R, <br />Rural to R-1, Single Family Residential, Preliminary Plat, and Variances to allow for lot <br />size and setback variations for a four-lot residential subdivision located at 535 Lois Lane, <br />to be called Isabell Estates, based on the following conditions: <br /> <br />1. All comments from City Engineer letter dated June 6, 2014 shall be addressed. <br />2. All comments from Environmental Coordinator letter dated June 5, 2014 shall be <br />addressed. <br />3. The following executed document is required to be approved by the City Council <br />prior to issuance of a Grading Permit: <br />a. Development Contract. <br />4. The following items shall be submitted to the City prior to issuance of a Grading <br />Permit: <br />a. Revised plans based on staff comments. <br />b. Executed Declaration for Maintenance of Storm Water Facilities. <br />c. NPDES Permit. <br />d. RCWD Permit. <br />e. Securities and Escrows as detailed in the Development Contract. <br />f. Grading Permit Fee of $150. <br />g. A copy of the Conditional Letter of Map Revision (CLOMR) application sent to <br />FEMA. <br />5. The following item shall be submitted to the City prior to allowance of street and <br />utility construction: <br />a. A Conditional Letter of Map Revision (CLOMR) from the Federal Emergency <br />Management Agency (FEMA). <br />6. The following items shall be submitted to the City prior to issuance of a Building <br />Permit: <br />a. Revised plans based on staff comments. <br />b. An electronic PDF of the final approved plans. <br />c. Building Permit Fee as determined by the Building Official. <br />d. An as-built survey of the grading. <br />7. Conservation easements documents shall be approved by RCWD and the City and <br />recorded by the developer. <br />8. Conservation easement language shall include allowance for construction of trails, <br />parks, storm water management facilities, etc. <br />9. Outlots A, D, E and G of Saddle Club First Addition final plat shall be deeded to the <br />City. <br />10. The developer shall prepare the deed for conveyance of Outlots A, D, E and G to the <br />City. <br />11. The developer shall construct the trail in accordance with the approved plans per City <br />specifications in Phase One. <br />12. A Development Contract shall be drafted by the City, executed by the City and the <br />developer and recorded by the developer.
