Planning & Zoning Board <br />September 10, 2014 <br />Page 2 <br />APPROVED MINUTES <br />5. ACTION ITEMS <br /> <br />A. Final Plat for NorthPointe 2nd Addition <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommended approval of <br />the Final Plat for NorthPointe 2nd Addition. <br /> <br />Board discussion included comment on the proposed road alignment at the intersections <br />of 21st Avenue S. and Butternut Street and 21st Avenue S. and Cedar Street. Ms. Larsen <br />explained that the sight line distances at the Butternut Street intersection were evaluated <br />by the City Engineer and there are no concerns. The intersection of 21st Avenue S. at <br />Cedar Street is aligned in a manner that it will connect with the exiting 21st Avenue S. to <br />the north in the future. <br /> <br />City Engineer, Diane Hankee, stated that the city will encourage clear sight lines at this <br />intersection for safety. <br /> <br />Larry Olson, representative for the developer, Tony Emmerich Construction, 1875 <br />Station Parkway NW, Andover, MN. Mr. Olson anticipates moving dirt in a few weeks <br />and will proceed as much as possible while the weather allows. Mr. Olson plans to work <br />with the neighboring property owner to address plantings for screening purposes. <br /> <br />Mr. Hyden made a MOTION to recommend approval of the Final Plat for NorthPointe <br />2nd Addition based on the following conditions of approval: <br /> <br />1. All comments from City Engineer letter dated September 4, 2014 shall be <br />addressed. <br />2. Outlots A and C of the NorthPointe 2nd Addition shall be deeded to the City. <br />3. The developer shall prepare the deeds for Outlot A and C and submit to the City <br />for review and approval. <br />4. A Development Contract shall be drafted by the City, executed by the City and <br />the developer and recorded by the developer. <br />5. One full size copy of the revised final plat shall be submitted to the City. <br />6. One electronic copy of the revised final plat shall be submitted to the City. <br />7. One CAD file of the revised final plat shall be submitted to the City. <br />8. The following revisions are required to the final plat: <br />a. City of Blaine in upper right corner shall be revised to City of Lino Lakes. <br />b. 21st Street South shall be revised to 21st Avenue South. <br />i. As noted within right-of-way <br />ii. As noted in Detail A <br />c. A drainage and utility easement shall be dedicated over Outlot A. <br />d. The right-of-way of Butternut Street shall extend to the westerly boundary of <br />Outlot C. <br />9. A revised Excel spreadsheet lot summary for blocks, lots and outlots shall be <br />submitted. <br />
