PUBLIC HEARING to consider rezoning property from GB, General Business <br />to R-4, High Density Residential, Preliminary Plat, Site Plan Review, and <br />Conditional Use Permit to allow for a 39-unit assisted living facility proposed at <br />the SE corner of Lake Drive and 77th St., PIN 08-31-22-43-0017 and 08-31-22- <br />43-0018. The facility is referred to as White Pine Senior Living. <br /> <br />Katie Larsen, City Planner, presented the staff report. <br /> <br />Board discussion included: <br /> <br />- Staff should consider allowing for this type of use in additional commercial zones <br />- Park dedication <br />- Anticipated completion date is approximately eight months <br />- Proposed trails along Lake Drive and 77th <br />- Consider a turn lane on Lake Drive at 77th Street to increase safety <br />- Lighting plans for the facility will be submitted <br />- Consider signage for a “no turn on red” onto Lake Drive light at Marketplace Drive <br />- Consider striping a crosswalk area. <br /> <br />Developer, Jamey Bowe, River Valley Architects, 1403 122nd Street, Chippewa Falls, <br />WI, stated that they are excited to be here in Lino Lakes. Their facility will encourage <br />residents to get out in the community as much as possible when family members visit. <br />Most residents will be memory care patients and will stay in the residence. <br /> <br />Staff noted that existing trails are present to connect this site with neighboring business. <br /> <br />Chair Traille opened the Public Hearing at 7:07 p.m. <br /> <br />David Dahlgren, 12383 Pierce St, Blaine, stated that he owns the auto repair facility <br />located across the street from the proposed project. He was concerned how residents <br />would be affected from the noise, traffic, and parked vehicles at his facility. He asked if <br />there would be any corrections to the existing drainage problems onto his property. <br /> <br />Staff noted that the city did some work in the past to alleviate drainage issues, but pointed <br />out that the site is lower than the street. Mr. Grochala stated that this could be a larger <br />surface water management project issue. <br /> <br />Mr. Hyden made a MOTION to close the Public Hearing at 7:15 p.m. Motion was <br />supported by Mr. Evenson. Motion carried 5-0. (Tralle abstained.) <br /> <br />Mr. Hyden made a MOTION to recommend approval of the Rezone, Preliminary Plat, <br />Site Plan Review and CUP for White Pine Senior Living based on the following <br />conditions of approval, which includes the addition of condition 16.a.i. as suggested by <br />the Board: <br /> <br />1. All comments from the City Engineer letter dated October 1, 2014 shall be addressed.
