2 <br /> <br />On January 12, 2022, the P&Z Board reviewed the administrative section and provided input on <br />the proposed changes to clean up and refine the section. <br /> <br />On February 9, 2022, the P&Z Board reviewed the new zoning districts, agritourism and liquor <br />uses to provide input and recommendations on changes to the ordinance. <br /> <br />On March 30, 2022, the P&Z Board held a work session to review the draft zoning map changes <br />and provided feedback on the proposed changes. <br /> <br />On April 13, 2022, the P&Z Board received an update on some key items including indoor <br />storage, agritourism, mead, garage size and the urban transition (now called future urban <br />development) district. <br /> <br />ANALYSIS <br /> <br />Staff wanted to provide an update on three items that the P&Z has reviewed and commented on <br />at previous meetings. The intent of this discussion is to highlight the topics where there had been <br />some significant discussion and finalize before the full Zoning Ordinance is brought back for <br />review. <br /> <br />Rural Clusters <br /> <br />Staff is drafting a rural cluster ordinance will be included that will allow cluster developments on <br />parcels located in the Rural (R) and Rural Executive (R-X) districts, which are guided low <br />density residential on the full build land use map and staged in the post 2040 area on the staging <br />plan. The rural cluster ordinance will allow 8 units per 40 acres when utilizing individual septic <br />systems and 12 units per 40 acres when utilizing community septic. Performance standards will <br />be adopted as part of the cluster ordinance to ensure that the rural cluster preserves the higher <br />quality natural resources and can transition effectively to urban services when they become <br />available. <br /> <br />Future Urban Development (FUD) District <br /> <br />After the P&Z work session on March 30th, city staff researched the idea of including an urban <br />cluster option using similar standards as the rural cluster within the future urban development <br />(FUD) district. After researching the issue, city staff is recommending that no clusters be <br />allowed within the FUD district. <br /> <br />In reaching this recommendation a number of factors were taken into consideration: <br /> <br />Purpose. The primary purpose of the district is to preserve large tracks of land for urban <br />development to provide for cost effective and orderly extension of municipal services consistent <br />with the proposed land use, including commercial and industrial development. Creating even a <br />limited number of smaller lots is contrary to this purpose. <br />
