COUNCIL MINUTES <br />DRAFT <br />39 G) Consider Approval of Resolution 22-67, Approving Tobacco <br />40 License Renewals Approved <br />41 H) Consider Approval of Resolution 22-68, Approving Massage <br />42 License Renewals Approved <br />43 FINANCE DEPARTMENT REPORT <br />44 2A) Consider Accepting the 2021 Annual Audit Report —Finance Director Lynch reviewed the <br />45 written staff report outlining the city's audit process and the resulting report which was reviewed in <br />46 more detail with the council at their last work session. Staff is recommending that the council <br />47 formally accept the audit report. <br />48 <br />49 Mayor Rafferty remarked that the City has done a good job for many years in the area of finance; it <br />50 is a tribute to the City's finance staff that the prestigious accounting award is again available. He <br />51 also noted the City's bond rating as another fruit of the City's financial diligence. <br />52 Councilmember Cavegn moved to accept the audit report as presented. Councilmember Stoesz <br />53 seconded the motion. Motion carried on a voice vote. <br />54 ADMINISTRATION DEPARTMENT REPORT <br />55 3A) Consider Appointment of Public Safety Administrative Assistant — Human Resources and <br />56 Communications Manager Sawyer reviewed the written staff report outlining the process and <br />57 recommendation to appoint Jessica Crowe to the position. Ms. Crowe is a current employee in the <br />58 Public Safety Department and has good experience. <br />59 Councilmember Cavegn moved to approve the appointment of Jessica Crowe as recommended. <br />60 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br />61 3B) Consider Appointment of Human Resources Assistant - Human Resources and <br />62 Communications Manager Sawyer reviewed the written staff report outlining the process and <br />63 recommendation to appoint Wendy Petersen to the position. She noted the recommended level of pay. <br />64 Councilmember Cavegn moved to approve the appointment of Wendy Petersen as recommended. <br />65 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br />66 PUBLIC SERVICES DEPARTMENT REPORT <br />67 There was no report from the Public Safety Department. <br />68 PUBLIC SERVICES DEPARTMENT REPORT <br />69 There was no report from the Public Services Department. <br />70 COMMUNITY DEVELOPMENT REPORT <br />71 6A) Consider Approval of Otter Crossing 2nd Addition and Tidal Wave Auto Spa — <br />72 i.
