Ms. Larsen noted that there is no <br />91 dedicated site for snow storage but if there is not room they would have to remove it from the site. <br />92 <br />93 Councilmember Ruhland asked if there is any concern about additional vehicle back up. Ms. Larsen <br />94 explained ordinance requirements (12 spaces) and that staff did build into the CUP that waiting <br />95 vehicles cannot stage on nearby streets. <br />96 Mayor Rafferty noted the steel construction and concern about rust or erosion in this climate. Ms. <br />97 Larsen indicated how that possibility will be handled. <br />98 Councilmember Ruhland moved to approve Resolution No. 22-55, Resolution No. 22-56 and <br />99 Resolution No. 22-57 as presented. Councilmember Cavegn seconded the motion. Motion carried <br />100 on a voice vote. <br />101 6A) Consider Approval of Otter Lake Animal Care Center: i. Consider Resolution No. 22-58, <br />102 Approving Conditional Use Permit; ii. Consider Resolution No. 22-59 Approving Site <br />103 Improvement Performance Agreement — City Planner Larsen reviewed a PowerPoint presentation <br />104 that included information on the following: <br />105 - Land Use Application — Conditional use permit; <br />106 - Site Location Map; <br />107 - History of CUP (1986, 1996 and 2019); 2019 plans were not implemented within 1 year so <br />108 they have to reapply; <br />109 - Existing Site Conditions; <br />110 - Site Plan — proposed improvements; <br />III - Exterior Materials; <br />112 - Stormwater Management; <br />113 - Landscape Plan; <br />114 - Comments — impervious surface, wetlands, floodplain (none), public safety; <br />3 <br />
