Based on a three person household, it is estimated that the PUD Concept Plan will use <br />approximately 108,615 gallons per day of water and the Yield Plan will use approximately 137,865 <br />gallons per day of water. <br />Measures to avoid, minimize, or mitigate environmental effects of groundwater consumption <br />include many approaches that will result in a reduction of overall water demand. These include <br />utilization of smart irrigation technology, water conservation, water use efficiency improvements, <br />limitations on irrigation, stormwater reuse for irrigation, low water use landscaping, and use of <br />low flow fixtures. <br />iv. Surface Waters <br />1) Wetlands - Describe any anticipated physical effects or alterations to wetland features such as <br />draining, filling, permanent inundation, dredging and vegetative removal. Discuss direct and <br />indirect environmental effects from physical modification of wetlands, including the <br />anticipated effects that any proposed wetland alterations may have to the host watershed. <br />Identify measures to avoid (e.g., available alternatives that were considered), minimize, or <br />mitigate environmental effects to wetlands. Discuss whether any required compensatory <br />wetland mitigation for unavoidable wetland impacts will occur in the some minor or major <br />watershed, and identify those probable locations. <br />An on -site field wetland delineation has not been completed at this time, but will occur <br />during the summer of 2022. <br />Any wetlands identified within the project site are regulated at the state level by the Wetland <br />Conservation Act (WCA) which is administered by the Minnesota Board of Water and Soil <br />Resources (BWSR). Rice Creek Watershed District is the WCA Local Government Unit (LGU) <br />where the project site is located. At the federal level, wetlands are regulated under Section <br />401/404 of the Federal Clean Water Act (CWA) that is administered by the MPCA (Section <br />401 Certification) and the U.S. Army Corps of Engineers (Section 404 Permit). There are no <br />MN DNR public waters, public water wetlands, or public watercourses within the project. <br />Thus, an MN DNR public waters permit will not be necessary for this project site. <br />Potential Impacts to Wetlands on Site <br />Based on the potential PUD and yield concept plans, it is possible that permanent wetland fill <br />could occur on site. The permanent wetland fill could potentially be eight acres in size; <br />however, this estimate is only based on desktop mapping from the Minnesota National <br />Wetland Inventory and is subject to change based on the wetland delineation that is still in <br />progress and needs to be approved. Based on the results of the field wetland delineation, the <br />concept plan may need to be altered to avoid and minimize wetland impact where feasible. <br />An Approved Jurisdictional Determination (AJD) will likely be obtained, if necessary, from the <br />Army Corps of Engineers once the delineation is finalized and impacts are known on site. <br />
