aALLIANT ENVIRONMENTAL ASSESSMENT WORKSHEET 11 Robinson Sod Farm PAGE 16 <br />Components of Wetland Replacement Plan <br />The project proponent will be required to submit a wetland replacement plan for <br />approval under WCA and potentially under the CWA if there are impacts to jurisdictional <br />features on site. In the replacement plan, the project proponent will need to <br />demonstrate compliance with the WCA sequencing process by evaluating site design <br />alternatives and avoiding and minimizing impacts on wetlands. In addition, the project <br />proponent will also be required to implement BMPs or other management practices that <br />help reduce and eliminate wetland impacts over time. Wetland impacts will be avoided, <br />minimized, and mitigated by: <br />• Avoiding delineated jurisdictional water resources where feasible <br />• Aligning roadways to avoid wetlands wherever practicable <br />• Setting the residential units back from the wetlands and water resources where <br />practicable <br />• Implementing sedimentation and water quality protection BMPs to reduce and <br />eliminate secondary wetland impacts over time <br />• Treating stormwater from impervious surfaces to remove sediment and nutrients <br />prior to discharging into wetlands <br />• Defining upland buffers adjacent to wetlands, seeding disturbed buffers with <br />native vegetation, and making wetland buffers with monuments to protect <br />wetlands in compliance with the City of Lino Lake's Ordinance. <br />• Provide compensatory wetland mitigation to offset unavoidable wetland impacts <br />and replace wetland function. <br />Comoensatory Wetland Mitigation <br />Compensatory wetland mitigation for unavoidable wetland impacts will occur by <br />purchasing available wetland credits from approved wetland banks. The Rice Creek <br />Watershed District mitigation requirements, outlined in Rule F: Wetland Alteration, will <br />be followed to determine the appropriate wetland replacement ratio for the site and to <br />identify the appropriate wetland bank to purchase wetland credits from. The wetland <br />bank identified will be dependent on available credit balances when the wetland <br />replacement plan is finalized. <br />Wetland Buffers <br />Wetlands that will be preserved on site will need to comply with Rice Creek Watershed <br />District's wetland buffer requirements as outlined in Rule F: Wetland Alteration. <br />Physical Effect <br />2) Other surface waters- Describe any anticipated physical effects or alterations to surface water <br />features (lakes, streams, ponds, intermittent channels, county/judicial ditches) such as <br />draining, filling, permanent inundation, dredging, diking, stream diversion, impoundment, <br />aquatic plant removal and riparian alteration.
