Otter Crossing 2nd Addition Final Plat <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicant, Tyme Properties, LLC, submitted a land use application for the final <br />plat of Otter Crossing 2nd Addition. The plat creates two (2) commercial lots. <br /> <br />Tidal Wave Auto Spa will be constructed on Lot 1, Block 1. The June 13, 2022 City <br />Council staff report and resolutions detail the site and building plan review and <br />conditional use permit for the car wash. Lot 2 is for future commercial development. <br /> <br />Staff recommended approval of the final plat for Otter Crossing 2nd Addition subject <br />to conditions listed in the staff report. <br /> <br />Board Comments <br /> <br />Mr. Root asked if the site and building plan review of lot 2 would happen at the staff <br />level or if it would come before the Planning and Zoning Board. <br /> <br />Ms. Larsen said it depends on the project. She then stated that if a project is a <br />permitted straight use, then that review is done at staff level but the Board would be <br />provided with a project update. She further elaborated by stating, if a project requires <br />a Conditional Use Permit, that the Board would be involved. <br /> <br />Mr. Laden made a MOTION to recommend approval of Otter Crossing 2nd Addition <br />Final Plat subject to conditions listed in the staff report. Motion was supported by <br />Mr. Evenson. Motion carried 5 – 0. Chair Tralle abstained. <br /> <br />B. Watermark 5th Addition PUD Final Plan/Final Plat <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />Watermark is a 372-acre master planned residential community consisting of 692 <br />single family lots and 172 townhome units totaling 864 housing units. The applicant, <br />Lennar, submitted a Land Use Application for Watermark 5th Addition PUD Final <br />Plan/Final Plat. The plat proposes 97 single family lots and 7 outlots. <br /> <br />Staff recommended approval of Watermark 5th Addition PUD Final Plan and Final <br />Plat subject to conditions listed in the staff report. <br /> <br />Board Comments <br /> <br />Mr. Vojtech asked if fifteen (15) parking spaces is enough for the proposed HOA <br />clubhouse and if parking would spill over into public park at times.
