Approach
WSB will establish goals for water quality and provide a final design plan that evaluates the available options and
recommendations for the best treatment processes for the City's proposed Water Treatment Plant with accurate
financial information.
Throughout this final design phase, city staff involvement will be crucial. This project will lead to a significant water
treatment plant project that will affect water costs and service to utility customers for the next 40 to 50 years and
beyond. WSB is sensitive to the significance of this project and is prepared to help the City involve the community and
stakeholders to the appropriate extent in the planning process.
APPROACH AT -A -GLANCE
Project Planning L' Define Issues and constraints Analyze source water
Project Management
Project Planning and Management
WSB's St. Paul office will be the focal point for
completing the work of this project. Greg Johnson, out
of the St. Paul office, will provide project management
leadership. His 28 years of project management and
extensive water treatment plant design experience,
provides a sound foundation for managing project
activities and assuring proper communication
throughout the course of the study. Greg has a solid
understanding of the city's water system since working
on multiple studies and water system projects for the
City since 2015.
A formal work plan will be prepared during project initiation.
In order to develop that work plan, key team members will
complete an initial review of available information obtained
from the City of Lino Lakes and hold a meeting with city
staff to review and refine project concerns, objectives,
and requirements. From this discussion, an approach
will be finalized, including required deliverables
and milestones. Our approach focuses on specific
deliverables, which will help you understand what to
expect and monitor the project progress. It will also
clearly define individual team member responsibilities,
including city staff who may be involved in the project.
A Proposal for Design, Bidding, and Construction Administration for a
Water Treatment Plant for City of Lino Lakes
Project Understanding & Approach 4
