The purpose of this task is not to reconstruct what <br />has already been accomplished, but to establish <br />a working foundation for the study as well as <br />establish the key issues to be addressed, potential <br />constraints, and alternatives to be investigated. <br />The water treatment plant design alternatives <br />will be constrained by a number of factors. As <br />alternative solutions are evaluated, it will be <br />important to consider potential implications of a <br />dynamic regulatory environment. <br />WSB will define constraints associated with existing <br />regulations and possible future changes in both <br />national and local level regulations by completing <br />a Safe Drinking Water Act compliance audit. <br />Although preliminary indications show that the <br />proposed water treatment regulations should have <br />minimal impact on the design of the proposed <br />water treatment facility and on the city's operations, <br />alternative scenarios should be considered on how <br />regulations will evolve in the near future. <br />Understanding and meeting your requirements is <br />the foundation for WSB's quality project delivery <br />philosophy. Our primary goals are to clearly define <br />your requirements and expectations in terms of <br />deliverables, project schedule and budget, and to <br />manage the project to meet these requirements. <br />Analyze Source Water <br />All existing water quality data for Wells 1, 3, 5, and 6 <br />will be reviewed with respect to primary and secondary <br />drinking water standards as well as contaminants and <br />emerging contaminants. Our team will then develop <br />a comprehensive treatment plan that addresses <br />all identified contaminants, ensures regulatory <br />compliance, and produces high quality water for the <br />city's customers. WSB will also look ahead and evaluate <br />the water quality parameters that will likely need to be <br />evaluated for both conventional and biological filtration. <br />Our team has experience coordinating, developing pilot <br />testing protocols, building pilot plants, and performing <br />pilot studies related to iron, manganese, and ammonia in <br />groundwater systems with our water treatment pilot plant <br />and trailer. We will utilize the pilot study report completed <br />by WSB as a design basis for the proposed Water <br />Treatment Plant. <br />Before preparing the final design plan, the source water <br />will be further analyzed.
