Special Considerations <br />NEIGHBORING PROPERTY IMPACTS <br />The feasibility study report completed by WSB explored <br />potential impacts of the water treatment facility on <br />neighboring properties due to noise, odors, operating <br />hours, traffic, and other identified sources of impact, <br />and recommend a process for mitigating any identified <br />impacts during the final design process. <br />To keep the public informed, WSB's nationally recognized <br />visualization expert will create a high definition <br />visualization that starts at an aerial view of the City of <br />Lino Lakes. The location of the water treatment plant <br />will then be highlighted along with the location of the <br />existing and recommended water distribution system <br />improvements. This overall view will then change to a <br />view of the water treatment plant in its location, allowing <br />for a review of the facility. From this vantage point, <br />a review of the design aesthetic alternatives will be <br />shown. This real time visualization will allow the viewer(s) <br />to either explore the new water treatment plant in a <br />standard visualization setting. <br />The recently constructed Chanhassen West Water <br />Treatment Plant was constructed in the middle of a <br />residential neighborhood. We know firsthand how <br />critical it will be to design a water treatment facility <br />that properly addresses noise, odors, operating hours, <br />and traffic. This plant include specially designed sound <br />attenuation devices for the emergency generator and <br />the ventilation vans inside the plant. Because of these <br />special design features, even the closest neighbors <br />cannot hear any sound from the plant during normal <br />plant operations. This plant also includes special safety <br />features and technology for the storage of 1-ton chlorine <br />gas cylinders. <br />AESTHETIC CONSTRUCTION MATERIALS <br />The final design will include aesthetic treatments and <br />construction materials based on input received from <br />City Staff and the City Council. WSB uses the one of <br />the most advanced virtual rendering software in the <br />world to provide renderings that appear extremely <br />realistic and simulate light and shadows during various <br />times of the day. We will also provide 3D to allow the <br />viewer to pan around the facility 360 degrees to view <br />the proposed facility from any orientation. We have <br />included example images from a recent water treatment <br />facility design that were generated from this software in <br />the appendix. <br />EDUCATIONAL TOUR ACCOMMODATIONS <br />The final design will contemplate the construction of <br />additional improvements required to accommodate <br />educational tours of the WTP based on future direction <br />received from the City Council after considering the <br />benefits of providing educational tours versus the <br />associated increase in project costs. <br />ESTIMATED COSTS <br />The final design will include updated estimated <br />construction and operating costs for the groundwater <br />treatment facility over the anticipated life of the facility. <br />Estimated costs will assume industry standard costs <br />for a water treatment facility.
