Consider Resolution No. 22-76 Approving Final Plat; 158 ii.Consider Resolution No. 22-77 Approving Development Agreement — City Planner Larsen 159 reviewed a PowerPoint presentation that included information on: 160 - Land Use Application — final plat; 161 - Site Location; 162 - Preliminary Plat (one change — more right of way along Otter Lake Road); 163 - Final Plat (consistant with preliminary); 164 - Agreement; 165 - Findings of Fact; 166 - Planning and Zoning recommends approval. 167 Councilmember Lyden moved to approve Resolution No. 22-76 and Resolution No. 22-77 as 168 presented. Councilmember Cavegn seconded the motion. Motion carried on a voice vote. 169 6D) Watermark 5t' Addition: i. Consider Resolution No. 22-78 Approving PUD Final 170 Plan/Final Plat; ii. Consider Resolution No. 22-79 Approving Development Agreement and Planned 171 Unit Development Agreement; iii. Consider Resolution No. 22-80 Approving Open Space Easement 172 — City Planner Larsen reviewed a PowerPoint presentation that included information on: 173 - WaterMark Additions Map; 174 - HOA Club House Plan; rendering shown; 175 - Watermark Park; includes shared driveway and parking lot; 176 - Plat Phases — 250 lots remaining; 177 - Agreement — open space, HOA; 178 - PUD Final Plan; 179 - Planning and Zoning has approved. 180 Councilmember Stoesz asked if there can be a contigency that requires completion of the clubhouse 181 prior to additonal approvals; Ms. Larsen confirmed that is included. 182 Councilmember Stoesz moved to approve Resolution No. 22-78, Resolution No. 22-79 and 183 Resolution No. 22-80 as presented. Councilmember Lyden seconded the motion. Motion carried on a 184 voice vote. 185 6E) Consider Approval of Resolution No. 22-71, Order Project, Approve the Plans and 186 Specifications and Authorize the Ad for Bid, 2022 I35E Pipe Crossing Project — City Engineer 187 Hankee reviewed her written report. This item relates to the Peltier drainage project and a crossing 188 element of that project. She noted the project cost and funding source as well as the work that is 189 included. 190 Councilmember Stoesz asked if there could be a video (perhaps through North Metro TV) of the 191 project work; it's something that isn't seen often. Ms. Hankee said that could be explored but she 192 expects there could be some safety issues. 193 Councilmember Stoesz moved to approve Resolution No. 22-71 as presented. Councilmember 194 Cavegn seconded the motion. Motion carried on a voice vote. k
