Ms.Katie Larsen <br /> 8/1/2022 <br /> Page 2 <br /> • Grading, Erosion Control &Stormwater Management <br /> The Rehbein Site Development Prep plan will require site grading for the proposed fill <br /> stockpile locations. The fill stockpiles are proposed to have 4:1 side slopes. The proposed <br /> project is within the Rice Creek Watershed District(RCWD). The applicant is proposing silt <br /> fence to surround the fill material. Stormwater management is not required at this time. <br /> Comments: <br /> 1. Applicant to update plans to address comments provided by the City's <br /> Environmental Coordinator regarding erosion control and turf establishment. <br /> 2. No work shall be completed until a Rice Creek Watershed District permit has <br /> been obtained. <br /> • Water Supply <br /> There is currently an existing 8-inch diameter ductile iron pipe (DIP)water main along 21s' <br /> Avenue S and existing 16-inch diameter DIP water main along Northern Lights Boulevard <br /> and in an easement in Outlot A of the Clearwater Creek Business Center Plat(PID 24-31- <br /> 22-24-0009). The applicant is not proposing any connections to the municipal water <br /> system with this plan. <br /> Staff does not have any comments at this time. <br /> • Sanitary Sewer <br /> There is currently an existing 8-inch diameter polyvinyl chloride(PVC)sewer main along <br /> 21st Avenue S on the north end of the site and existing 21-inch diameter PVC sanitary <br /> sewer along Northern Lights Boulevard and in an easement in Outlot A of the Clearwater <br /> Creek Business Center Plat(PID 24-31-22-24-0009). The applicant is not proposing any <br /> connections to the municipal sanitary sewer system with this plan. <br /> Staff does not have any comments at this time. <br /> • Transportation <br /> The site is located at the intersection 21st Avenue S and Commerce Drive and at the eastern <br /> end of Northern Lights Boulevard. The applicant is currently proposing access to the site <br /> from 21st Avenue S via a gravel entrance that was installed as part of the Rehbein Black <br /> Dirt CUP and from Northern Lights Boulevard. <br /> Staff does not have any comments at this time. <br /> • Wetlands and Mitigation Plan <br /> The ALTA survey submitted with this project references the wetlands delineated by Kjolhaug <br /> Environmental. The Wetland Delineation Report prepared by Kjolhaug Environmental <br /> Services Co. in 2021 was submitted as part of the Rehbein Black Dirt CUP application. <br /> There are five existing wetlands on the site and the applicant is not proposing any wetland <br /> impacts with this project. <br /> Staff does not have any comments at this time. <br /> Rehbein Site Development Prep CUP Engineering Review <br />
