11 <br /> <br />Level of Service (LOS) is used to describe the operating conditions and driver delay (measured <br />in seconds) of an intersection. Operations are given letter designations from âAâ (best <br />operating conditions) to âFâ (worst conditions). <br /> <br />City Code Section 1007.020, Site Plan Review and Section 1001.013(2)(c), Premature <br />Subdivision establishes minimum Level Of Service (LOS) requirements. The ordinance states <br />that if the LOS is A or B, the proposed subdivision shall not the degrade the LOS more than <br />one grade. If the LOS is C or D, it shall not degrade the LOS. Peak <br />Lake Dr at Pointcross Dr A A A A <br />Lake Dr & Kwik Trip Driveway <br /> -- -- A A <br />Lake Dr & Hodgson Rd <br /> D D D D <br />Hodgson Rd & Rice Lake <br />Professional Center Driveway A A A B <br /> <br />The proposed Level of Service does not degrade by more than one (1) LOS; therefore, the <br />traffic generated by the proposed development is within the capabilities of the City. <br /> <br />CSAH 23 Preliminary Traffic Analysis Study <br /> <br />In August 2020, Anoka County prepared a CSAH 23 Preliminary Traffic Analysis of the <br />CSAH 23 corridor from Lexington Avenue to Main Street. Hodgson Road/North Road <br />intersection was analyzed as both a signal and a roundabout. The existing signal system is <br />adequate to address current and future traffic; however, there is some benefit to constructing a <br />roundabout. There is no construction timeframe for any intersection improvements at this time. <br /> <br />Environmental Assessment Worksheet <br /> <br />An environmental assessment is not required for a motor fuel station and commercial car wash. <br /> <br />Wetlands <br /> <br />A wetland delineation report was completed by Jacobson Environmental, PLLC on July 12, <br />2021. A WCA Notice of Decision was issued by RCWD on January 3, 2022. One 5.07 acre <br />wetland as delineated on south end of the site. The wetland is within the Wetland Management <br />Corridor (WMC) and buffers and conservation easements are required. There will be no <br />impacts to the wetland; therefore, no mitigation is required. <br /> <br />Staff Comments: <br />
