COUNCIL MINUTES <br /> APPROVED <br /> 116 Mayor Rafferty asked staff to review the City's requirements under the statutory review period. Ms. <br /> 117 Larsen noted that the first 60 day period has passed(September 9th) and staff has applied for the <br /> 118 second 60 day review period. Mayor Rafferty indicated that he would support a postponement to <br /> 119 answer additional questions. <br /> 120 Mayor Lyden moved to postpone Resolution No. 22-94, Resolution No. 22-95 and Resolution No. <br /> 121 22-96 as presented. Councilmember Cavegn seconded the motion. Motion carried on a voice <br /> 122 vote. <br /> 123 6B) Belland Preliminary Plat; i. Consider Resolution No. 22-97 Approving Preliminary Plat; <br /> 124 Consider Resolution No. 22-98 Approving Conditional Use Permit for Commercial Day Care <br /> 125 Facility; ii. Consider Resolution No. 22-99 Approving Site Improvement Performance <br /> 126 Agreement; iii. Consider Resolution No. 22-100 Approving Parking Deferment Agreement— <br /> 127 City Planner Larsen reviewed a presentation that included information on the following: <br /> 128 - Site Review; <br /> 129 - Existing Site Conditions; <br /> 130 - Preliminary Plat; <br /> 131 - Ghost Plat; <br /> 132 - Site Plan; review of specifics on parking, square footage, driveway; <br /> 133 - Architectural (exterior); Landscaping. <br /> 134 - Findings of Fact; <br /> 135 - Staff and Board Comments—recommend approval. <br /> 136 Councilmember Lyden moved to approve Resolution No. 22-97, Resolution No. 22-98, Resolution <br /> 137 No. 22-99 and Resolution No. 22-100 as presented. Councilmember Cavegn seconded the motion. <br /> 138 Motion carried on a voice vote. <br /> 139 6C) Belland Farms: i. Consider Resolution No. 22-89 Approving First Amendment to <br /> 140 Development Agreement; ii. Consider Resolution No. 22-90 Agreement for Reimbursement of <br /> 141 Meter Vault Installation with MCES—City Engineer Hankee reviewed the written staff report. <br /> 142 Staff is recommending two actions related to the new trunk sewer that will be installed as part of this <br /> 143 project. The sewer work requires installation of a meter vault. The developer will be required to <br /> 144 include this installation in the project, the cost of the vault installation will be reimbursed to the City <br /> 145 by the Metropolitan Council Environmental Services Division and the City will then reimburse the <br /> 146 developer for the cost. <br /> 147 Councilmember Cavegn asked for an explanation—what is a meter vault. Engineer Hankee <br /> 148 explained that is provided as a flow monitor and informs subsenquent charges. <br /> 149 Councilmember Stoesz moved to approve Resolution No. 22-89 and Resolution No. 22-90 as <br /> 150 presented. Councilmember Lyden seconded the motion. Motion carried on a voice vote. <br /> 151 6D) Consider Approval of Resolution No. 22-102,Accepting Quotes and Awarding a <br /> 152 Construction Contract, 2022 Surface Water Maintenance Project—City Engineer Hankee <br /> 153 reviewed the written staff report. Staff is prepared to accept a quote and award a contract for this <br /> 154 year's surface water maintenance program. The City has a statutory obligation to provide this type of <br /> 155 maintenance. The program is funded through the City's budget. <br /> 4 <br />
