COUNCIL MINUTES <br /> APPROVED <br /> 40 H) Consider Approval of Resolution No. 22-114,Appointing Election <br /> 41 Judges for the November 8, 2022 General Election Approved <br /> 42 FINANCE DEPARTMENT REPORT <br /> 43 2A) Consider Resolution No. 22-110,Adopting the Preliminary 2022 Tax Levy, Collectible in <br /> 44 2023—Finance Director Lynch noted the resolution that includes the preliminary levy amount. She <br /> 45 noted an increase in the levy relating mainly to no use of fund reserves,the increased cost of supplies, <br /> 46 parks and trails maintenance, street maintenance increases, etc.). <br /> 47 Staff is requesting aodption of the preliminary levy which can be decreased with further discussion but <br /> 48 cannot inccreased. <br /> 49 Councilmember Stoesz moved to approved Resolution No. 22-110 as presented. Councilmember <br /> 50 Cavegn seconded the motion. Motion carried on a voice vote. <br /> 51 2B) Consider Resolution No. 22-111, Setting the Date and Time for a Public Hearing for the <br /> 52 Proposed 2023 Operating Budget and 2022 Tax Levy, Collectible in 2023—Finance Director <br /> 53 Lynch explained that the City is required to hold a public hearing to hear public input on the proposed <br /> 54 budget. A date and time in December is recommended and would be approved with adoption of this <br /> 55 resoution <br /> 56 Councilmember Stoesz moved to approved Resolution No. 22-111 as presented. Councilmember <br /> 57 Ruhland seconded the motion. Motion carried on a voice vote. <br /> 58 2C) Consider Resolution No. 22-112, Canceling the 2022/2023 Debt Service Tax Levy for <br /> 59 G.O. Capital Note, Series 2016A—Finance Director Lynch noted the recommendation to cancel a <br /> 60 debt levy. This note has off-setting revenue to pay for this debt. <br /> 61 Councilmember Ruhland moved to approved Resolution No. 22-112 as presented. Councilmember <br /> 62 Stoesz seconded the motion. Motion carried on a voice vote. <br /> 63 ADMINISTRATION DEPARTMENT REPORT <br /> 64 3A) Consider Appointment of Part-Time Firefighter—Human Resources Director Sawyer <br /> 65 reviewed the written staff report outlining the qualifications of Will Ricci and recommending his <br /> 66 appointment. <br /> 67 Councilmember Lyden moved to approve the appointment of Will Ricci as recommended. <br /> 68 Councilmember Cavegn seconded the motion. Motion carried on a voice vote. <br /> 69 3B) Consider Appointment of Part-Time Firefighter—Human Resources Director Sawyer <br /> 70 reviewed the written report outlining the qualifications of Matthew Jesson Olson and recommending <br /> 71 his appointment. <br /> 72 Councilmember Cavegn moved to approve the appointment of Matthew Jessen Olson as <br /> 73 recommended. Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br /> 74 .3A) Consider Appointment of Police Officer—Human Resources Director Sawyer noted that <br /> 75 there is one open police officer position and staff is recommending the appointment of Isaac Simon, <br /> 76 contingent upon his passing exam requirements. <br /> 77 Councilmember Lyden moved to approve the appointment of Isaac Simon as recommended. <br /> 78 Councilmember Cavegn seconded the motion.
