COUNCIL MINUTES APPROVED 40 H) Consider Approval of Resolution No. 22-114,Appointing Election 41 Judges for the November 8, 2022 General Election Approved 42 FINANCE DEPARTMENT REPORT 43 2A) Consider Resolution No. 22-110,Adopting the Preliminary 2022 Tax Levy, Collectible in 44 2023—Finance Director Lynch noted the resolution that includes the preliminary levy amount. She 45 noted an increase in the levy relating mainly to no use of fund reserves,the increased cost of supplies, 46 parks and trails maintenance, street maintenance increases, etc.). 47 Staff is requesting aodption of the preliminary levy which can be decreased with further discussion but 48 cannot inccreased. 49 Councilmember Stoesz moved to approved Resolution No. 22-110 as presented. Councilmember 50 Cavegn seconded the motion. Motion carried on a voice vote. 51 2B) Consider Resolution No. 22-111, Setting the Date and Time for a Public Hearing for the 52 Proposed 2023 Operating Budget and 2022 Tax Levy, Collectible in 2023—Finance Director 53 Lynch explained that the City is required to hold a public hearing to hear public input on the proposed 54 budget. A date and time in December is recommended and would be approved with adoption of this 55 resoution 56 Councilmember Stoesz moved to approved Resolution No. 22-111 as presented. Councilmember 57 Ruhland seconded the motion. Motion carried on a voice vote. 58 2C) Consider Resolution No. 22-112, Canceling the 2022/2023 Debt Service Tax Levy for 59 G.O. Capital Note, Series 2016A—Finance Director Lynch noted the recommendation to cancel a 60 debt levy. This note has off-setting revenue to pay for this debt. 61 Councilmember Ruhland moved to approved Resolution No. 22-112 as presented. Councilmember 62 Stoesz seconded the motion. Motion carried on a voice vote. 63 ADMINISTRATION DEPARTMENT REPORT 64 3A) Consider Appointment of Part-Time Firefighter—Human Resources Director Sawyer 65 reviewed the written staff report outlining the qualifications of Will Ricci and recommending his 66 appointment. 67 Councilmember Lyden moved to approve the appointment of Will Ricci as recommended. 68 Councilmember Cavegn seconded the motion. Motion carried on a voice vote. 69 3B) Consider Appointment of Part-Time Firefighter—Human Resources Director Sawyer 70 reviewed the written report outlining the qualifications of Matthew Jesson Olson and recommending 71 his appointment. 72 Councilmember Cavegn moved to approve the appointment of Matthew Jessen Olson as 73 recommended. Councilmember Ruhland seconded the motion. Motion carried on a voice vote. 74 .3A) Consider Appointment of Police Officer—Human Resources Director Sawyer noted that 75 there is one open police officer position and staff is recommending the appointment of Isaac Simon, 76 contingent upon his passing exam requirements. 77 Councilmember Lyden moved to approve the appointment of Isaac Simon as recommended. 78 Councilmember Cavegn seconded the motion.
