COUNCIL MINUTES <br /> APPROVED <br /> 80 4A) Consider Acceptance of 2023 TZD Grant—Captain Owens reviewed the written staff <br /> 81 report. Staff is seeking authorization to accept this annual grant. The program itself works toward a <br /> 82 common goal of reducing and eventually eliminating preventable traffic deaths on Minnesota <br /> 83 roadways. In Anoka County, participating departments come together to provide certain services <br /> 84 related to the goals. Currently the City of Lino Lakes is acting as administrator for the program <br /> 85 which is handled on a rotating schedule. <br /> 86 Councilmember Cavegn moved to approve the acceptance of the grant funds as recommended. <br /> 87 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br /> 88 4B) Consider Donation of Bicycles—Public Safety Director Swenson noted that the department <br /> 89 has several unclaimed and unneeded bicycles which they would like to donate to Bikes for Kids, a <br /> 90 charitable organization. <br /> 91 Councilmember Lyden moved to approve the donation as recommended. Councilmember Stoesz <br /> 92 seconded the motion. Motion carried on a voice vote. <br /> 93 PUBLIC SERVICES DEPARTMENT REPORT <br /> 94 There was no report from the Public Services Department. <br /> 95 COMMUNITY DEVELOPMENT REPORT <br /> 96 6A)Kwik Trip: i. Consider Resolution No. 22-94 Approving Conditional Use Permit for Motor <br /> 97 Fuel Station; ii. Consider Resolution No. 22-95 Approving Conditional Use Permit for <br /> 98 Commercial Car Wash; iii. Consider Resolution No. 22-96 Approving Site Improvement <br /> 99 Performance Agreement—City Planner Larsen reviewed a presentation that included information on <br /> 100 the following: <br /> 101 - Land Use Application—commercial retail convenience store; <br /> 102 - Site—Location and conditions; <br /> 103 - Site Plan—building, access, car wash hours limited; fuel dispenser location, trail extension; <br /> 104 - Architectural; Canopy; <br /> 105 - Planning and Zoning Board-review and approval; <br /> 106 - Council action requested. <br /> 107 Councilmember Stoesz asked if there will be limitations imposed on delivery hours. Ms. Larsen <br /> 108 remarked that there are no formal limitations but staff would anticipate standard delivery hours. <br /> 109 Councilmemer Lyden noted that he will be a dissenting vote on this. He feels the need to represent <br /> 110 the citizens of the City and he doesn't think a gas station is needed. Also pro-business means <br /> 111 primarily supporting current businesses (two of the area gas stations are family run businesses that fear <br /> 112 they will not survive if this facility opens), gas stations are polluters and that will be the case with this <br /> 113 development(articles shown that support that premise). He also noted that Rice Lake is very close <br /> 114 and could be impacted. He'd rather wait five years to have the right business at this site than to have <br /> 115 the wrong one that will exist for 60 years. He thinks this is a terrible idea. <br /> 116 <br /> 117 Mayor Rafferty said he appreciates Councilmember Lyden comments. <br /> 3 <br />
