COUNCIL MINUTES <br /> APPROVED <br /> 1 <br /> 2 LINO LAKES CITY COUNCIL <br /> 3 REGULAR MEETING <br /> 4 MINUTES <br /> 5 <br /> 6 DATE : October 10,2022 <br /> 7 TIME STARTED : 6:30 p.m. <br /> 8 TIME ENDED : 8:21 p.m. <br /> 9 MEMBERS PRESENT : Councilmember Stoesz,Lyden, <br /> 10 Ruhland, Cavegn and Mayor Rafferty <br /> 11 MEMBERS ABSENT <br /> 12 Staff members present: City Administrator Sarah Cotton; Community Development Director <br /> 13 Michael Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; Environmental <br /> 14 Coordinator Andy Nelson; Director of Public Safety John Swenson <br /> 15 <br /> 16 PUBLIC COMMENT <br /> 17 Resident of 8105 Diane Street, asked for an update on development at Lake Drive and Main Street. <br /> 18 Mayor Rafferty explained that any proposal at this point is just a concept and the neighborhood will <br /> 19 be kept up to date if anything moves forward. <br /> 20 Scott Featherstone, 631 Andall Street, addressed the council regarding tax increment financing <br /> 21 (TIF). What are associated liabilities? Mr. Featherstone was advised to address the council when <br /> 22 agenda item 613 is discussed. <br /> 23 Roger Scheunemann, 7865 4th Av, has questions about the comprehensive plan update. For those <br /> 24 people who are getting rezoned, why couldn't they have been notified earlier? Mayor Rafferty <br /> 25 thanked him for the comments and noted the upcoming Planning and Zoning public hearing. <br /> 26 SETTING THE AGENDA <br /> 27 The agenda was approved as presented. <br /> 28 SPECIAL PRESENTATION <br /> 29 - Promotion to Police Sergeant:Matt Carlson and Dan Thill <br /> 30 - Promotion to Fire Lieutenant:Brian Gustafson and Paul Kartman <br /> 31 - Lino Lakes Ambassadors—Introduction of 2022-2023 Ambassadors <br /> 32 - State of the District Presentation, Jeff Holmberg, Superintendent- Centennial School <br /> 33 District <br /> 34 CONSENT AGENDA <br /> 35 Councilmember Cavegn moved to approve the Consent Agenda, Items IA through 1D as presented. <br /> 36 Councilmember Lyden seconded the motion.
