A recent law <br /> 57 change came as something of a surprise to most cities and some cities (including Lino Lakes) imposed <br /> 58 a moratorium on licensing. Staff is now presenting an ordinance that would add a new chapter to the <br /> 59 City Code on this subject. The ordinance is aligned with how the City regulates off-sale liquor. <br /> 60 Councilmember Lyden thanked staff for their work in putting this together. <br /> 61 Councilmember Lyden moved to approved the first reading of Ordinance No. 03-22 as presented. <br /> 62 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br /> 63 PUBLIC SERVICES DEPARTMENT REPORT <br /> 64 There was no report from the Public Services Department. <br /> 65 COMMUNITY DEVELOPMENT REPORT <br /> 66 6A) Consider Resolution No. 22-125,Approving Record of Decision,Robinson Farms, <br /> 67 EAW—Community Development Director Grochala explained the Environmental Assessment <br /> 68 Worksheet process and the City's role. The City has responded to questions received through the <br /> 69 process;that information is included in the report. The Environmental Board reviewed this at their <br /> 70 last meeting and some additional comments were received. The finding is that no additional <br /> 71 findings are required. The Environmental Board has recommended approval of the record of <br /> 72 decision. <br /> 73 Alison Harwood of WSB &Associates reported further on the contents of the EAW. She reviewed a <br /> 74 presentation that outlined the process and provided information on additional comments received. <br /> 75 <br /> 2 <br />
