CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : October 24,2022 <br /> 5 TIME STARTED : 6:00 p.m. <br /> 6 TIME ENDED : 6:25 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Stoesz,Lyden,Ruhland, <br /> 8 Cavegn and Mayor Rafferty <br /> 9 MEMBERS ABSENT <br /> 10 Staff members present: City Administrator Sarah Cotton; Finance Director Hannah <br /> 11 Lynch; Community Development Director Michael Grochala; City Planner Katie Larsen; <br /> 12 Director of Public Safety John Swenson; City Engineer Diane Hankee; City Clerk Julie <br /> 13 Bartell <br /> 14 1. Liquor License Fee Research—Finance Director Lynch reported. <br /> 15 <br /> 16 The council proposed no changes to the liquor fees. <br /> 17 <br /> 18 Director Swenson indicated that the fee proposed for a cannabinoid license is $200. He <br /> 19 noted fees proposed for other cities which vary quite a lot. <br /> 20 2. Review Regular Agenda of October 24,2022. <br /> 21 Item 2A, 1st Reading of Fee Schedule Ordinance—This is first reading of the <br /> 22 ordinance. It was verified that an increase in water rates is included. <br /> 23 <br /> 24 Item 4A, Cannabinoid Ordinance—Public Safety Director Swenson noted that an <br /> 25 individual may be present to talk about his interest in operating in the community;his <br /> 26 main concern is the prohibition of internet sales under the ordinance. Director Swenson <br /> 27 added that selling over the internet is very hard to police. Councilmember Cavegn asked <br /> 28 how other cities are handling that question. Director Swenson noted that most cities he <br /> 29 knows of do not plan to allow internet sales. <br /> 30 <br /> 31 A councilmember noted concern about having the product available but recognizing that <br /> 32 the City has limited control and this is what can be done to regulate.. <br /> 33 <br /> 34 Item 6A,Assessments for Weed Abatement—Community Development Director <br /> 35 Grochala reviewed the process of notification of violation,time for correction and <br /> 36 ultimately an assessment for city costs incurred in correcting weed issues. The <br /> 37 notification is provided by certified mail. <br /> 38 <br /> 39 Councilmember Lyden asked if all violations are complaint driven and Mr. Grochala <br /> 40 indicated yes. Councilmember Lyden indicated that he has concerns about how this is <br /> 1 <br />
