The initial two years of the EAB injection program have been successful. The <br />Environmental Board recommended that the program continue for 2023-2024 at the November <br />30th, 2022 meeting. <br />Staff requested bids from two companies to provide tree injection services, pending City <br />Council approval. The two quotes are provided below, along with example program costs that <br />are based upon the tree injections performed in 2022. Prices for injections are listed as a price <br />per inch diameter at breast height (DBH). <br />Quotes for injection services for 2023-2024 <br />Rainbow Treecare <br />City boulevard <br />Private <br />Price/inch DBH <br />$4.85 <br />$7.25 <br />YTS Companies, LLC. <br />City boulevard <br />Private <br />Price/inch DBH <br />$5.75 <br />$6.50-$10.00 <br />Example program costs of the two quotes using tree injection data from 2022 <br />City boulevard <br />Private <br />Total Program Cost <br />Rainbow Treecare <br />$7,638.75 <br />$23,545.10 <br />$31,183.85 <br />YTS Companies, LLC. <br />$8,194.75 <br />$23,210.82 <br />$31,405.57 <br />The quotes were evaluated based upon company details, qualifications of staff, fee <br />schedules for public and private trees, example outreach materials, overall program costs, and <br />references from other municipalities operating similar programs. <br />Staff evaluated the quotes and recommends the program continue with Rainbow Treecare <br />due to the following factors: the cost for public tree treatments is lower, a single price per inch <br />treated is provided, outreach materials were provided (YTS did not provide outreach materials), <br />and the overall program cost is lower. <br />RECOMMENDATION <br />Staff recommends adoption of Resolution No. 22-152, accepting quotes and awarding an <br />Emerald ash borer injection program contract to Rainbow Treecare for 2023-2024. <br />ATTACHMENTS <br />1.
