Residents will be encouraged to implement smart salting <br />practices on their driveways and use best salt management practices with their water <br />softeners should they have one in their home. The project proposer can include the <br />factsheet on Residential water softening for homeowners in the proposed development <br />that is available on the MPCA’s statewide chloride resources website located here: <br />Microsoft Word - UMNResidentialBMPs_Final.docx. The City provides education <br />resources related to chloride use on its website and newsletter. <br />4.1.3 Metropolitan Council – September 13, 2022 <br />Item 6 – Project Description - Forecasts <br />Comment: Met Council indicates either of the two scenarios presented in the EAW could yield <br />development beyond previous expectations and that allocation of the forecast to sub city zones <br />can be revised as needed. Met Council indicates that should the subject development proceed, <br />several hundreds of excess households would result. City staff can request a Transportation <br />Analysis Zone allocation adjustment by contacting Council Research staff. <br />Response: Both of the two scenarios presented are consistent with the City’s 2040 Land <br />Use Plan and Utility Staging Plan and the projected number of households for the area. <br />The City of Lino Lakes staff will request a Transportation Analysis Zone allocation <br />adjustment from Met Council if this is necessary. <br />Item 6 – Project Description - Housing <br />Comment: Met Council states that any changes to guiding land use, including changes to <br />percent residential and minimum allowable density, may create inconsistency with regional <br />housing policy and impact the City’s ability to participate in Livable Communities Act Programs. <br />Response: No change to the guiding land use is proposed. The proposed development <br />density and land use is consistent with the City’s Comprehensive Plan and consistent <br />with the Metropolitan Council’s guidance for “emerging suburban edge communities”. <br />The proposed development will provide “Lifecycle” housing choices consistent with the <br />City’s housing goals. <br />Item 9 – Land Use – Regional Parks and Trails <br />Comment: A planned unit of the Regional Park System – the Central Anoka County Regional <br />trail – is immediately adjacent to the Project Site. Council encourages Integrate Properties, LLC <br />and the City of Lino Lakes to coordinate with Anoka County prior to and during any future <br />construction activities to ensure there are no permanent impacts to the planned regional trail <br />as a result of either of the two site plan alternatives.
