<br />6 <br /> <br />Response: The project proposer and the City of Lino Lakes will coordinate with Anoka <br />County to ensure that the Central Anoka County Regional Trail is provided for with the <br />development. The City anticipates construction of the trail along Main Street, from <br />Sunset Avenue to the eastern project limits, concurrent with the proposed <br />development. <br />Item 11i – Water Resources - Groundwater <br />Comment: The Project Site is located in the North and East Groundwater Management Area <br />(https://www.dnr.state.mn.us/gwmp/area-ne.html) designated by the Minnesota Department <br />of Natural Resources. Given the range of water supply challenges (quantity and quality) that <br />exist in this part of the metro, the Council encourages the City to collaborate with state <br />partners and/or neighboring communities when expanding or developing new water supplies in <br />this area. <br />Response: The City will collaborate with state partners and/or neighboring communities <br />when expanding new water supplies in the area. The City participates as a member on <br />the North and East Groundwater Management Area task force <br />Item 11bii – Water Resources - Stormwater <br />Comment: This appears to be a difficult site for intensive development due to a predominance <br />of hydric soils, high water table, wetlands, presence of county and private ditches, and location <br />in the 100-year flood plain. Many of the soil associations listed for the site have severe <br />limitations for dwellings with basements and roadways. The EAW states that the project will <br />result in 50-60 acres of impervious surface and runoff will be treated with stormwater basins. <br />Taken together, these conditions indicate that the site is a poor candidate for the proposed <br />development. If the proposer is determined to pursue this project, they should work closely <br />with the City and Rice Creek Watershed District to address all these concerns before <br />proceeding. <br />Response: The project proposer has been working closely with the City of Lino Lakes <br />and Rice Creek Watershed District to address the environmental concerns of the site <br />including the high-water table, wetlands, county and private ditches, and the 100-year <br />floodplain. The project proposer will be subject to the regulations regarding these <br />environmental issues and will need to obtain the appropriate permit approval prior to <br />development of the site. <br />4.1.4 Minnesota Department of Natural Resources – September 15, 2022 <br />Page 6, Permits and Approvals <br />Comment: Please include a DNR Permit to Take in the list of required permits and approvals. <br />Protected state-listed species have been identified in the project vicinity. The need for a Permit <br />to Take will be determined as the proposer works through the rare plant survey process.
