<br />21 <br /> <br />required to follow the Rice Creek Watershed District floodplain mitigation requirements <br />and implement on-site floodplain mitigation. These requirements will aide in controlling <br />drainage on site to avoid impacts to the surrounding area. <br />• A Traffic Impact Study located in Appendix F of the report extensively modeled the <br />impact of the proposed development on the surrounding roadways and found that the <br />proposed development is expected to have limited impact on the study area traffic <br />operations with no significant side-street delay or queuing issues. Traffic impacts will be <br />further analyzed during the City rezoning and preliminary plat review process. Any <br />traffic mitigation identified in the review will be implemented with project construction. <br />This will include both vehicular and pedestrian improvements. <br />• The city does not anticipate that traffic generated by the project would create any <br />safety hazards to the private air strip and any potential changes would be evaluated as <br />part of future land use approval reviews. <br />4.2.13 Lisa and Ernst Olsen – September 14, 2022 <br />Comment. Lisa and Ernst provided an email and comments throughout the EAW document. <br />There main concerns are that extending to Carl Street will destroy their existing neighborhood <br />by adding addition traffic to their road and threatening the safety of pedestrians and wildlife. <br />Additionally, they are concerned that their wells and mound system will be destroyed by the <br />proposed development. <br />• Response: The Carl Street connection will be a policy decision from the City Council <br />based on sound engineering judgment. The Carl Street connection has been identified as <br />a through connection in several planning documents (2040 Comprehensive Plan Future <br />Roadway System Figure 6-13, Lino Lakes 2030 Transportation Comprehensive Plan <br />Future Roadway System Figure 6-12, 2001 Lino Lakes Transportation Plan) and right of <br />way was platted from 4th Avenue to Sunset Avenue originally in 1977. The City does not <br />anticipate any impacts to the surrounding resident’s wells and mound system. <br />4.2.14 Kevin and Tammy Dunrud – September 14, 2022 <br />Comment. Kevin and Tammy state in their letter that they are concerned about the following <br />items: <br />• Concerned that the alteration to 100 plus year drainage complexes in the area will <br />negatively impact the established 100 year floodplain. Currently, the sod farm and <br />surrounding drainage ditches can handle the water drainage and runoff, but with this huge <br />development and the potential rise in the water table, will this continue to be true? <br />• Concerned that their wood foundation home will incur water damage. Has the City of Lino <br />Lakes or Alliant Engineering contacted the Corps of Engineers or the appropriate governing <br />body to determine how the established 100 year floodplain will be impacted by massive <br />water redistribution? <br />
