Response: <br />The current conditions of the site include the use of agriculture fertilizers, a <br />monoculture of sod grass, and a private and public drainage system. The proposed <br />development is expected to add open water features that currently do not exist on site <br />and to plant native vegetation throughout the site. The open water areas can provide fly <br />over habitat for migratory and local waterfowl and the native vegetation can provide <br />additional wildlife habitat that currently does not exist. Thus, there is not expected to be <br />a significant impact to wildlife species with this development. <br />• The public drainage system and most of the private drainage system on site will remain <br />the same. The proposed development is required to meet the stormwater runoff quality <br />and quantity requirements of the City of Lino Lakes, Rice Creek Watershed District, and <br />the MPCA National Pollutant Discharge and State Disposal System (NPDES/SDS). <br />Therefore, the stormwater basins on site will be designed to meet these requirements. <br />Additionally, since the site falls within the 100 year floodplain, the development is <br />required to follow the Rice Creek Watershed District floodplain mitigation requirements <br />and implement on -site floodplain mitigation. These requirements will aide in controlling <br />drainage on site to avoid impacts to the surrounding area. <br />• A Traffic Impact Study located in Appendix F of the report extensively modeled the <br />impact of the proposed development on the surrounding roadways and found that the <br />proposed development is expected to have limited impact on the study area traffic <br />operations with no significant side -street delay or queuing issues. Traffic impacts will be <br />further analyzed during the City rezoning and preliminary plat review process. Any <br />traffic mitigation identified in the review will be implemented with project construction. <br />This will include both vehicular and pedestrian improvements. <br />5. FINDINGS OF FACT <br />5.1 PROJECT DESCRIPTION <br />5.1.1 Proposed Project <br />The Robinson project is a proposed low, medium, and high density residential development on <br />an existing 158-acre agricultural area in the City of Lino Lakes, Anoka County, Minnesota. Two <br />site plan alternatives have been developed for the project: <br />• PUD Concept Plan —The PUD concept plan is expected to consist of 557 dwelling units of <br />the following types: <br />o 242 single family detached homes <br />o 315 townhomes <br />23 <br />
