• Yield Plan —The yield plan, considered close to the maximum density allowed under future <br />year 2040 land use plans, is expected to consist of 707 dwelling units of the following types: <br />0 263 single family detached homes <br />0 164 townhomes <br />0 280 multi -family units <br />The project is located to the southeast of Sunset Avenue and 1251h Ave NE (Main Street, CSAH <br />14). The project will include new roads, stormwater features, and the installation of municipal <br />sewer and water systems. <br />5.1.2 Site Description and Existing Conditions <br />The existing conditions present on site include sod farm agriculture that consists of a series of <br />public and private drainage ways. The site has been used for agriculture production for <br />decades. The majority of the site occurs in predominately hydric soil. <br />5.1.3 Decision Regarding the Potential for Significant Environmental Effects <br />Minnesota Rules 4410.1700, Subp. 7 lists four criteria that shall be considered in deciding <br />whether a project has the potential for significant environmental effects. Those criteria and the <br />City's findings are presented below. <br />A. Type, Extent, and Reversibility of Environmental Effects <br />Minnesota Rules 4410.1700, Subp (A) indicates the first factor that the City must consider is the <br />"type, extent, and reversibility of environmental effects." The City's findings are set forth <br />below. <br />1. Cover Types <br />The project will convert an approximately 158-acre site consisting predominately of sod <br />farm agriculture land to low, medium, and high density residential development, <br />stormwater infrastructure, lawn/landscaping, and an internal roadway network. <br />2. Shorelands and Floodplains <br />The majority of the site falls within the 100 year FEMA floodplain area and Rice Creek <br />Watershed District floodplain area. The project is not within or adjacent to a wild and <br />scenic river, critical area, agricultural preserve, or shoreland overlay district. The <br />development is required to follow the Rice Creek Watershed District floodplain <br />mitigation requirements and implement on -site floodplain mitigation. <br />3. Land Use <br />The project is compatible with surrounding land uses and the City of Lino Lake's 2040 <br />Comprehensive Plan Update. The 2040 Comprehensive Plan shows the planned land use <br />for the Project Site to be a mix of low, medium, and high residential density. <br />4. Geology and Soils <br />24 <br />
