CITY COUNCIL WORK SESSION <br />DRAFT <br /> 2 <br />Item 6D) Consider Resolution No. 22-122, Approving 2023 Anoka County 42 <br />Residential Recycling Program Agreement – Environmental Coordinator Nelson 43 <br />reviewed his written request for approval of the annual program agreement for the City’s 44 <br />residential recycling activities. Activities funded by the grant were noted. 45 <br />Councilmember Ruhland asked questions about the City’s recycling events. He also 46 <br />asked if the City has considered doing an annual pick up event. Staff explained the 47 <br />City’s experience in providing services and the decision to provide monthly and annual 48 <br />recycle day. 49 <br />Item 6E) Consider Resolution No. 22-123, Approving Anoka County 50 <br />Agreement for Organics Enclosure - Environmental Coordinator Nelson reviewed the 51 <br />staff recommendation to enter an agreement that will provide an additional enclosure at 52 <br />one location. He noted that demand for organics recycling continues to increase. Mayor 53 <br />Rafferty asked if there is an odor involved. Mr. Nelson noted the location planned which 54 <br />he feels will keep the enclosure with adequate space from park activities. 55 <br />Item 6F) Public Hearing, Consider Resolution No. 22-127, Approving Amended 56 <br />and Restated Street Reconstruction Plan – Community Development Director 57 <br />Grochala reviewed his written report recommending the addition of a roadway (Pheasant 58 <br />Run). This is made possible by cost under runs and available contingency. 59 <br />Item 6G) 2022 I35E Pipe Crossing Project – City Engineer Hankee reviewed the 60 <br />staff report. For this project, a bid process was undertaken; the bid included alternates. 61 <br />A favorable bid was received and staff is requesting council approval. Construction 62 <br />oversight by WSB & Associates is included in the project request. 63 <br />Item 6H) Consider Approval of Resolution No. 22-117, Adopting Assessments, 64 <br />2022 Individual Properties. 65 <br />Item 6I) Consider Approval of Resolution No. 22-118, Adopting Assessments, 66 <br />Butler Addition. 67 <br />Item 6J) Consider Approval of Resolution No. 22-119, Adopting Assessments, 68 <br />Watermark 5th Addition. 69 <br />Engineer Kelsey Gelhar, WSB & Associates, will present to the council on all the 70 <br />assessment items. 71 <br />The meeting was adjourned at 6:25 p.m. 72 <br /> 73 <br />These minutes were considered, corrected and approved at the regular Council meeting held on 74 <br />October 24, 2022. 75 <br /> 76 <br /> 77 <br /> 78 <br /> 79 <br />Julianne Bartell, City Clerk Rob Rafferty, Mayor 80 <br /> 81
