Form B-3 <br /> <br /> <br /> <br />REQUEST FOR PERSONAL SERVICE CHANGES <br /> <br /> <br /> <br /> <br />Department: <br />Police Safety Dept. – Police Division <br /> <br />Supervisor: <br />Captain Owens <br /> <br />Position Title: <br />Part-time Temporary Background <br />Investigator <br />Budget Impact: $16,793 <br /> <br /> <br /> <br /> <br />Justification for change: <br /> <br />During the November 1, 2021 Council Work Session staff proposed hiring part-time temporary <br />background investigators to conduct pre-employment background checks on police and fire <br />candidates for employment. Council was supportive of the proposal and two part-time <br />background investigators were hired in early 2022 and completed 20 pre-employment <br />investigations. <br /> <br />There has been significant increase in the number of employment background investigations <br />(Police and Fire) our full-time Police Investigators have been required to complete. These types <br />of investigations are extremely detailed and time-consuming investigations to complete and <br />impacts our Investigators ability to complete their criminal investigative workload. Prior to <br />utilizing part-time background investigators we experienced delays in completing background <br />investigations that led to loss of some candidates for employment. <br /> <br />Utilizing these part-time investigators during the first half of 2022 has resulted in completion of <br />background investigations in timely manner with no negative impact on the service levels crimes <br />victims received for our full-time police investigators. <br /> <br />Given the success in using the part-time investigators in early 2022, staff would like to continue <br />this practice in 2023 and beyond. <br />41
