<br />WS – Item 6 <br /> <br />WORK SESSION STAFF REPORT <br />Work Session Item 6 <br /> <br /> <br />Date: June 6, 2022 <br /> <br />To: City Council <br /> <br />From: John Swenson, Public Safety Director <br /> <br />Re: Community Service Officer Staffing <br /> <br /> <br />Background <br /> <br />During the preparation of 2022 Budget with Council, it was decided to fund a third .5 <br />Community Service Officer (CSO) until we filled our vacant 28th police officer position. <br />One of our current CSOs will complete all POST mandates by mid-summer and staff is <br />planning to seek authorization to promote this CSO to Police Officer once this candidate <br />meets all POST requirements. This promotion would bring our CSO staff back to two .5 <br />CSO positions. <br /> <br />Since March 12, 2022 we have utilized the CSO position to assist with traffic <br />management at Eagle Brook Church (EBC) during the Saturday and Sunday services. <br />The Police Division has been providing traffic management assistance at EBC since it <br />began conducting services in Lino Lakes and this is a requirement of the EBC <br />Conditional Use Permit that was approved by the Council in 2004. <br /> <br />It should be noted that EBC reimburses the City for all expenses (personnel, <br />infrastructure, administrative oversight) incurred by the City to provide this service. <br /> <br />The staffing demands of providing police officers to conduct traffic management at EBC <br />have been significant over the years and has created challenges related to filling overtime <br />slots for this detail. For the entire year of 2021 there were a total of 371 overtime shifts <br />that were posted. Of those 371 overtime shifts we had to initiate the overtime forcing <br />process 62 times or 16% of the time. Of those 62 initiated forcing processes 51 (82%) of <br />those stemmed from EBC traffic management. <br /> <br />The overtime forcing process is initiated when posted overtime shifts are not filled by <br />police staff. <br /> <br />Since utilizing the CSO position at EBC we have been able to reduce the number of <br />police overtime shifts from 2 to 1 shift for traffic management per day on the weekends. <br />This has resulted in a drop in the number of times we have had to initiate forcing of <br />overtime for police personnel to fill EBC overtime shifts since March 12, 2022 (2 as of <br />5.31.2022). <br /> <br />42
