<br />In order to continue with utilizing a CSO to assist with traffic management at EBC on the <br />weekends, staff is recommending that we continue with three .5 CSO positions in the <br />Police Division personnel budget. This recommendation is a permanent addition of one <br />.5 position over the approved 2021 adopted budget. <br /> <br />Based on the 2022 approved compensation plan, the total compensation cost of a .5 CSO <br />position is $29,291 for an entire year. As previously noted the third .5 CSO position <br />funding for 2022 was funded in the Adopted 2022 City Budget through June, 2022. If <br />Council is supportive of continuing with the third CSO position the estimated total <br />compensation costs for the remainder of 2022 would be $12,204.60. <br /> <br />Since utilizing CSOs for traffic management at EBC we have billed EBC for this service <br />consistent with billing for police personnel. The CSO billable rate is $43.00 per hour <br />which covers the hourly personnel costs, vehicle, and administrative oversight. If we <br />continue to utilize CSO for the remainder of 2022 for traffic management at EBC the <br />total estimated revenue to the City will be $11,904. <br /> <br />7.1.2022 to 12.31.2022 2023 * <br />Estimated Total <br />Compensation 12,204.60$ $ 30,170.00 <br />EBC Revenue 6,966.00$ $ 13,818.00 <br />General Fund <br />Obligation 5,238.60$ $ 16,352.00 <br />* This estimate is a calculated using worst case 3% increase for all lines <br />The general fund financial obligation of $5,238.60 for CSO coverage from July 1 through <br />December 31, 2022 would be funded with funding available in the 2022 Police Division <br />personnel budget. These available funds stem from position vacancies within the Police <br />Division in 2022. If we continue with the third .5 CSO position, staff will include this <br />position as a 2023 budget request. <br /> <br />Authorizing a third .5 CSO would: <br /> Provide CSO staff on weekends relieving some call load volume from police <br />officers on weekends as is practice during the week. <br /> Continue to provide CSO traffic management coverage at EBC relieving some of <br />the overtime demands on police officers. <br /> Further enhance the CSO position as a feeder system for future police officer <br />positions. <br /> <br />Staff is seeking Council direction. <br /> <br />Attachments <br /> <br /> <br /> <br /> <br />43
