Pavement Management Report <br />P a g e | 3 <br /> <br /> <br /> <br />Compared to 2021 when a similar report was issued, the average PCI in the City has changed <br />from 73.6 to 75.5. Table 1 shows how the area weighted average PCI in Lino Lakes has <br />changed over the past five years. These records show the maintenance and construction <br />performed by the City have maintained the network in relatively stable condition. Additionally, <br />the last two years have seen the PCI increase, which is also due to the City adding new roads <br />to the system. Corrective maintenance includes crack sealing and patching. <br />These types of maintenance should be conducted as soon as cracks or distresses surface to <br />reduce the infiltration of water and incompressible materials through the cracks. These fixes are <br />recommended on roads in the upper range of the Adequate category because those roads <br />should not need any major repairs. Preventive maintenance includes surface treatment such as <br />crack sealing, fog sealing, and rejuvenating. These maintenance activities should be performed <br />while the pavement is still in good condition. As roads deteriorate, these cost-effective <br />maintenance strategies become ineffective and more expensive fixes are required. With proper <br />preventative maintenance techniques, the life of an average paved road increases from 20 <br />years to 50 years. Each type of preventive maintenance serves its own function, and project <br />selection depends on the type and severity of distresses observed in the road.
